I'd be willing to be he will be prett adept at hiding from those looking for him if he doesn't want to be found. Fortunately, temperatures are still mild out that way. I feel for him, I came out of foster care (adopted by foster parents who were LEO and former LEO). Some places are wonderful, some can be horrific and running away would be attractive alternative to a lot of young kids with history in such places, even if their current home situation is really good.
