Couldn’t find any additional info, but would add that NAMUS lists height as 6’4”-6’6” and Curtis is not on the exclusion list for UP9992:
That of a white Caucasian male found in the Columbia River in Portland on 5/9/1995 hours after death. It may be presumptuous, but when described as last being seen in the core downtown area of Portland, I think Curtis might have been unhoused. This UP was aged between 20-35 with a height of 6’6” and weight of 215 with brown hair and hazel eyes. Wearing black Levi jeans and a dark gray pocket T-shirt.

Couldn’t find any additional info, but would add that NAMUS lists height as 6’4”-6’6” and Curtis is not on the exclusion list for UP9992

It may be he has been ruled-out for NamUs UP9992 and it's just not visible (automatic rule-out, perhaps?) but also possible they haven't been able to rule him out yet. JMO.
