Washington County man accused of targeting more than 100 victims in foot fetish scheme

According to court documents, Cedric Valdez, 23, told prosecutors he was “sexually attracted” to feet and admitted carrying out the scheme for five years. Prosecutors told KGW there are more than 100 victims who have come forward, ranging in age from 14 to 47, in the pending case.
