Females - teenaged ones - can and do carry out planned attacks. They also can and do bring weapons with them. Perhaps they didn't even mean to -kill- Judi, just knock her about a bit, teach her a 'lesson' but things got out of hand. If the lock was indeed the murder weapon, perhaps it was on a bike ridden to the scene of the attack? Perhaps there was more than one weapon? Multiple footprints found near her body could suggest more than one attacker - maybe a case of bullying gone haywire. From my experience with teenaged girls and bullying, they do like to gang up.

Not a hard and fast theory, of course, just thinking it's very possible. I wish we had some more details to work with here.

My dad went to high school with her and remembers her murder vividly. There were rumors she was involved with a married deputy. The deputy's wife was apparently lovely- but she had an extremely protective sister who was fairly aggressive. Dad thought she was involved.
There were also some boys in the area who beat dogs and a coyote cub to death with a two by four.

This shows her photo - http://www.bendbulletin.com/news/1479449-151/unsolved

Here is a pretty girl, homecoming queen, who isn't shy about having boyfriends. She goes out at 10 pm to a location that is quiet. She went out that night to meet someone she knew. Her grades had been declining, which makes you wonder what new activity or person had entered her life.

The brutality of the crime shows a lot of anger and rage going on. I can't imagine doing THAT much damage and not wanting the person dead. When she still wasn't dead, they made sure she drowned in the water.

Someone ALWAYS knows .....

2021, and Judi's gruesome murder remains unsolved. Next year will mark the 60th year that she has been waiting for justice. I hope her killer (whom is rumored to have been a Bend local) releases the burden of guilt on their deathbed, and shares the truth of what happened that night.
