Citing court documents, The News-Review reports surveillance footage captured Hanks while on her walk home that day.

While on the walk, she allegedly got into Phelps' SUV, as surveillance footage captured a person matching her description in the vehicle.

Five days after she was reported missing, Hanks' body was found in Cow Creek, Ore., about 40 miles outside of Roseburg.

An autopsy revealed she was fatally stabbed in the neck, the outlet reports, citing court documents.

On July 10, the Douglas County Sheriff’s Office announced that Kendra Hanks was reported missing. On Thursday, July 7, she was reportedly last seen walking by Highway 42 toward Winston from her place of work on Ingram Drive.

Nearly a week after she was last seen, on July 13, the Sheriff’s Office said Hanks’ body was discovered in Cow Creek in the 9000 block of Cow Creek Road. The body was found with puncture wounds to the chest and neck, KEZI-TV reports. Hanks’ body was reportedly transported to the Oregon State Medical Examiner’s Office for an autopsy, and her death was ruled a homicide.

The day Hanks was last seen, on July 7, security camera footage revealed her walking home, and a vehicle believed to belong to Troy Phelps was seen driving around Hanks’ neighborhood around 4 p.m., KEZI reports. The driver reportedly contacted Hanks, and she was allegedly seen entering the car.

According to the affidavit obtained by KEZI, Hanks was seen in the passenger seat of the car through a rolled-down window at approximately 4:16 p.m. and appeared to be in distress. The car was allegedly heading west on Riddle Bypass Road, going toward the location where Hanks’ body was discovered.

According to the Sheriff’s Office, Phelps was eventually arrested on Thursday, July 21, at a home in the 1500 block of Pruner Road. He was reportedly booked into the Douglas County Jail for first-degree murder and resisting arrest.

I think the reporting is unclear or they don't have all the facts, perhaps? They say she looked "distressed" so perhaps he used some form of coercion?

I think the idea behind charging both 1st & 2nd degree murder is to try to ensure he does not get back out on the street if there is a failure to convict on 1st degree. With this guy's rap sheet, they want to avoid future recidivism if possible.

Google Maps broadly lines up with this timeline. It's about 40 minutes walking from Ingram Books to B&D, and from there, about 20 minutes driving to Exit 103.

JMO MOO - Makes me wonder if there was separate video footage of him driving in her neighborhood and the two things were conflated in MSM... if so, it would lend to the idea that he knew her somehow, was aware of her work schedule, and was possibly driving around looking for her? Could he possibly be a former employee of Ingram Books that was fired?

I would like to see the actual language of the affidavit before drawing any final conclusions; KEZI summarized it as follows:

"A court affidavit signed by a DCSO detective provides a timeline of the investigation.

- Detective was informed of the case on the morning of July 11.

- July 13, a woman’s body was found near Cow Creek Road with puncture wounds on the chest and neck. The affidavit says the description of the body as well as clothing and a cell phone found nearby helped deputies identify the body as Hanks. Court documents go on to say that the medical examiner believes that Hanks died from the puncture wound to the neck, and that her death was the result of a homicide.

JULY 7
- Hanks left work at 3:30 p.m. on July 7, and security camera footage shows her walking home.... a burgundy Saturn Outlook – which detectives strongly believe was owned and operated by Phelps -- is seen on camera footage circling the neighborhood where Hanks lived at about 4 p.m. that day. Court documents say the driver of the Saturn made contact with Hanks, and she got into the vehicle at about 4:13 p.m.

The DCSO detective’s signed affidavit does not specify whether or not detectives believe Hanks entered the vehicle voluntarily.


The affidavit states that Hanks can be seen in the passenger seat of the vehicle through a rolled down window at about 4:16 p.m., apparently in distress.

The affidavit goes on to say the vehicle is seen at about 4:35 p.m. head west on Riddle Bypass Road, towards where Hanks’ body was found. Detectives say that cell phone data shows Hanks was in the vehicle at the time.

According to court documents, at about 5:30 p.m. the Saturn was seen driving through Riddle towards Pruner Road, where Phelps was known to have lived. Detectives say that a man matching Phelps’ description can be seen driving the car."

What is the source for the Exit 103 video of Phelp's vehicle?

She lived on SE Grape Ave so a broad definition of "neighborhood" could mean she never left Main St. onto a residential street, IMO.

All of the times and locations are from that article.

I don't think it's possible for someone to walk from Ingram even to her general neighborhood area in 40 minutes so something is really off. But these things can be fluid so I'm not drawing any firm conclusions yet.

Troy Phelps appeared in court Friday morning before Judge Kathleen Johnson for a status check, during which the defense filed a motion to be present for any further processing of evidence within Douglas County.

The state, via Douglas County District Attorney Rick Wesenberg, strongly objected to the motion. Wesenberg argued the investigation needed to continue and there was no statute for defense to be present during the processing of evidence.


“Frankly, they ought to welcome another set of eyes,” Defense Attorney Elizabeth Baker said. She added that during the investigation, it was observed that one of the officers didn’t change gloves between taking different swabs.
The state has continued its investigation into Hanks’ murder, and two search warrants were executed Thursday according to Baker.

Johnson said she would review the motion Friday, likely during her lunch hour, and notify both parties of her decision via email.

Baker argued the need to be present for processing due to a concern of “significant irregularities.” She specifically mentioned the 2017 case in which Phelps was tried and acquitted of murder.

Between 4:10 p.m. and 4:15 p.m. video shows the SUV slowing down considerably — this is when it is believed Hanks got in the car, according to the probable cause document. As the vehicle traveled southbound down Main Street, additional footage shows a woman in the passenger seat, identified as Hanks due to her clothing and appearance, according to the affidavit.

The Saturn Outlook is captured around 4:35 p.m. on surveillance, traveling westbound on Riddle Bypass Road — around that same time, Hanks’ cellphone reportedly contacted the cellphone tower in the area, corroborating video evidence of Hanks in the vehicle, according to the affidavit. It is unclear when Hanks was no longer in the vehicle but the driver could be seen on video footage traveling in and around Riddle.

Video recordings showed the driver to be a white man with a goatee, wearing a backwards baseball hat and no shirt. Investigation of a “calls of service” on July 7 revealed that Douglas County Sheriff’s Office deputies responded to an open 911 call from an address on Pruner Road in Riddle, the home Phelps was staying at. His clothing during the welfare check reportedly matched the description of the man spotted on video driving a burgundy Saturn Outlook similar to the one deputies reported was parked in Phelps’ driveway.

A search warrant was executed at the home around 3:35 p.m., July 21, and Phelps was taken into custody. He reportedly resisted arrest by pulling his arms away. After being read his Miranda Rights, he requested an attorney, according to the affidavit.


I just realized what the open 911 call from Phelps home means. IMO, Kendra dialed 911 ...

I wish we knew the time of the 911 call and when deputies responded. It paints a horrifying situation, I'm so sorry Kendra's last moments were with this monster.

Oh my. I think you're right. I think I'm going to be sick. No one knew she was missing at this point (if she did make the 911 call after being taken), so if LE was just doing a welfare check on an open call they wouldn't have had any reason to be suspicious. This poor, poor girl!

Long walk, hot day. I can see how if a friendly nice looking fellow in a very “safe“ town offered me a ride as a girl on a hot day with a long walk I could accept. Unfortunately little towns that feel safe can skewer one’s judgement ,(Or of course he could have forced her.j …obviously not her fault. But not the outcome one would expect in a safe, small town, when being offered a ride, on a super hot day. My daughter was horrified at my warnings all her childhood until a serial killer was arrested next door to her friend’s house when she was in 7 th grade.
