Found Deceased PA - Brenda Jacobs, 37, dismembered, Lycoming County, 29 Dec 2003 *Arrest in 2019*

“...The mummified remains were cleanly cut near the knee joints by what police believe to be a thin-blade, hand-held saw.”

Definition: A mummy is a deceased human or an animal whose skin and organs have been preserved by either intentional or accidental exposure to chemicals, extreme cold, very low humidity, or lack of air, so that the recovered body does not decay further if kept in cool and dry conditions.

This begs the question, was she preserved in a freezer for a period of time just prior to being in the water? That could mean the body is from many years ago rather than more recent. They’re looking for a short Caucasian adult female. The athletic style socks make me think she was an active person. When’s the last known production of that style of Ralph Lauren socks? These are summer socks, not winter socks.

I tried to research the socks and could not find anything concrete on when they might have been produced. One thing I did note was the uniqueness of the Flag Logo. Other vintage items of Ralph Lauren clothing (i.e. T-Shirts mostly) that have an American Flag Logo where the stars are replaced by an RL are labeled online as being produced in the 1990's or pre-2000. The RL Flag socks for sale in stores today have an American flag with stars and RL is written under the flag instead. These legs could be from someone missing in the 1990's or early 2000's. Or they could belong to someone who bought their socks second hand or held onto their socks for nearly 2 decades.

MOO.

So now I'm wondering about those legs found in the Susquenna River in Williamsport this past May.

Mummified - kept in a dry environment for all these years?

Montoursville native in custody; human remains found in Philly | News, Sports, Jobs - Williamsport Sun-Gazette

The KYW Radio website reported that when troopers went to the storage locker, “they found the partial remains of a woman in a box.” KYW reported that a source told them “the victim’s legs had been removed.”

However, 3CBS Philly reported on their website Tuesday night that police sources believe that the remains are those of Brenda Jacobs, a former girlfriend of Babcock’s who was reported missing from her Williamsport home back in 2003.

Brenda Jacobs was from Williamsport so the fact that the legs were found there does indeed add up. If she’s been missing 16 years though wouldn’t someone have found the legs sooner? Or were they placed there more recently?

Investigators here are trying to determine if the remains discovered at the storage facility are at all connected with the “mummified” legs fishermen discovered on the north shore (the city side) of the Susquehanna River between the Hepburn Street pump station and Maynard Street on May 11. A left and right leg were discovered on the shore about 75 yards apart.

Babcock was arrested Tuesday in connection to human remains found in a storage facility in northeast Philadelphia. Initially, Babcock was charged with abuse of corpse, but according to authorities, Babcock has confessed to the killing of Jacobs.

According to crimewatchpa.com, 37-year-old Brenda Jacobs went missing in December of 2003. Police have not confirmed that the remains found are that of Jacobs, but based on Babcock's confession, authorities believe the remains are that of the missing woman.

Those who knew Jacobs in her hometown of Montoursville are shocked to hear the news.

"It's a big shock. We've talked about her over the years, wondering what happened to her, how she could just up and leave her kids and her family. We knew something happened because that's just not Brenda," said Danielle Poust of Williamsport.

"I just couldn't imagine her going missing because she just loved her children and always wanted to talk about them, and we did things together and I just couldn't believe she went missing," said Ruthie Watts of Williamsport.

"I'm glad that we know now, that everybody knows now. Her family can get that closure, but this still doesn't make it any better. It doesn't make it any easier."

Babcock, who is also from Montoursville, made quite the impression on his neighbors. One describes him as being "a hot mess."

"As shocking as it is, and it is rather shocking for us around here, it's not surprising," said Kenneth DiRocco of Montoursville.

Friends of Jacobs say she was one of the most down-to-earth people you could know.

"Very outgoing, all about her children, all about family and friends. She enjoyed doing things. She wasn't a person who stayed cooped up inside. She was a very fun-loving person."

Babcock is currently locked up, being held without the possibility of bail. Homicide charges are expected from the Lycoming County District Attorney's Office in the coming days.
Prosecutor: Montoursville Man Confesses to Murder

Babcock is expected to be charged with homicide by the Lycoming County District Attorney’s Office "based on evidence collected by the Pennsylvania State Police and on his confession to the murder of Brenda L. Jacobs, who has been missing since 2003 but was not reported missing by her family until 2013," the release said.

Police located the remains, believed to be Jacobs, based on a tip from Babcock's current girlfriend. Jacobs was a former girlfriend of Babcock, PennLive reported.

Babcock was arrested on Tuesday and charged with abuse of a corpse, obstruction of justice and tampering with evidence.

Philadelphia prosecutors said homicide charges are expected. Osokow said homicide charge determinations "will be made shortly."

Babcock, who is being held without bail, has not yet entered a plea. He is set to return to court for a status hearing on Oct. 18. It was not immediately clear if he had an attorney.
