When Lt Col Bivens said in the press conference - about DC's sister - that "she refused to assist," it is NOT clear whether he means she refused to assist DC or she refused to assist LE.

Edit: He subsequently clarified that she refused to cooperate with LE, so given she was in an overstay situation, there is no benefit to LE in keeping her in the country despite her overstay status.

Discouraging press conference, tbh.

Hoping for a lucky break....soon!

I’m wondering if he is staying in the area because he has a woman there.

Also, I believe I read here that he gave his sister a big wad of money.
Where did it come from, did he keep any for himself?
Gas would be easier to pay for out of this area to not be recognized.
He is waiting for something...

I worry that some seniors out for errands will be hit up for their car.

I'm worrying about seniors too, especially older women living alone. He could break in and demand car, provisions, money, shower, bed. I don't know if he'd hurt anyone (I don't think he'd hesitate) to get items he needed, but that is a horrible way to live, to be scared of him on the loose in your area - scary to stay home, scary to leave.

Possible he doesn’t know which way to go. He may to in uncharted territory to him.

There is no way I would visit an ATM in the area, either.

I wondered that too, but still would expect him to be gone by now. He lived in the area before he murdered his girlfriend, so the area is not unfamiliar to him. I'm baffled why he didn't bolt.

Been Googling and French Creek state park is North of Wynn Hollow Road ∼17 min drive just over 3 hours walk.

The question to all based on the last sighting at Wynn Hollow where could he be heading?
Media had the same thought as I did about the state park

They are preparing for the "long game".

Of course, this is something they are "very good at".

Again, I strongly support LE, but this has looked bad and the public is tired of hearing how good LE is at these things. A better spokesperson for LE might help regain some confidence.

Just my thoughts.

At this point the state should consider putting this guy’s wanted poster on every billboard along every highway and utilize any and all digital billboards (heck, maybe even those gas station pump screens!) to warn commuters about the active fugitive on the loose because they should not expect EVERYONE to know about it. Believe it or not, there are people who choose to go about life blissfully unaware of these things. I know hitchhiking is rather uncommon these days but with this guy it’s an increasingly plausible exit strategy and they should not want that because if he makes it over to a highway or a gas station and successfully scores a ride with some unaware trucker then that’s it, game over.

Thanks for posting his clarification, as I was trying to find it myself as I couldn't watch the whole presser. If she refused to cooperate with LE, though, that implies to me that she knows something, and if they just send her on her way back out of the US, couldn't they be losing potentially critical information?

Synopsis (moo) from 9.11.2023 Presser - On Manhunt for Danelo Cavalcante:
U.S. State and U.S. Marshals speaking at Presser

  • Reward increased to $25,000.00.
  • DC's sister is choosing not to assist LE and is facing deportation.
  • LE believe DC remains in Chester County, Pennsylvania.
  • DC needs additional help and he is seeking help. He does not have any resources.
  • DC contacted acquaintance (not home at the time) for help previously.
  • LE is following any/all tips received.
  • Discussion about perimeters which can be challenging. Confident with and supportive of the perimeters.
  • No new sightings of DC since Sat (Sept 9) night
  • "They are going to try to stay one step ahead."
  • Officers are working around the clock.
  • Make sure your doors are locked, don't leave your keys in a vehicle, and stay vigilant.
  • He is considered dangerous, he is carrying a pack, and it's not clear what is in the pack (not sure if he's armed).
  • DC's sister is in custody of ICE. Officer will not discuss what sister did or did not do to help DC.
  • Call to acquaintance in Portuguese seeking help urgent not friendly.
  • No contact with Brazil.
  • Doesn't think a lot of planning went into the escape and referenced reaching out to very old acquaintances - he doesn't have much to last long term.

We urge anyone with info to call the tip line at 717-562-2987.

I agree. I don't understand why they are still setting up officers in the vicinity of where the van was found, other than there have been no home break-ins or car thefts, and the supposed sighting yesterday. You can run 4 miles an hour but not if you're trying to hide at the same time, so I guess he could still be anywhere around there.

"Aiding and abetting" is a possibility ?

This ^ is what I'm always reminded of when anyone expresses surprise that keys were left in a vehicle. Also: I work in a busy office park near a major airport and I and other coworkers have accidentally opened the wrong car door in a heavy rain, because everyone has the same generic kind of cars around here ... which means the cars were unlocked. (A coworker, a few months ago, actually got into the wrong car and drove it a few blocks before realizing--not only was the car unlocked, but the owner must have also left a spare key fob inside it somewhere (keyless ignition), since it started up for my coworker. She was very, very upset and thought the owner might sue her or something.)

As we continue to proactively search and follow up on tips, residents around East Nantmeal Twp. in Chester County may still see a law enforcement presence in the area. We urge anyone with info to call the tip line at 717-562-2987.

(..)

The unknown whereabouts of Brazilian Danilo Cavalcante, who escaped from prison in Chester County, Pennsylvania, on August 31, continues to perplex US Law Enforcement. This Monday Interpol included the fugitive on the organisation's red list. It is an international police cooperation tool that helps locate people wanted by the courts globally for extradition purposes.

BREAKING: The reward leading to escaped prisoner Danelo Cavalcante's capture has been increased to $25,000, Pennsylvania State Police said.

SEPTEMBER 11, 2023 / 2:19 PM

GLENMOORE, Pa. (CBS) -- The reward for information leading to Chester County Prison escapee Danelo Cavalcante's capture has been increased by $5,000 by the county, bringing the total to $25,000, Pennsylvania State Police Lt. Col George Bivens said Monday.

Bivens said a sister of Cavalcante is being detained by U.S. Immigration and Customs Enforcement and has been entered into a deportation proceeding. Bivens said she was an "overstay" and chose not to assist in her brother's capture.

Bivens said anyone who assists Cavalcante, 34, will be prosecuted.

Making the speculative assumption that DC's sister might have been providing some help (either directly or as an intermediary to others) and that stopped once she was detained by ICE, it seems evident by DC's continued presence in the area and his attempts to contact distant acquaintances that DC did not have a Plan B... AND/OR he may feel responsible for his sister's detention (and possible future deportment) and hopes to do something to influence or remedy that.

I wonder if he would be willing to surrender in exchange for leniency toward his sister and if THAT is why he is still around.
