A few of the articles I'm reading state that the indication for the remains being "old" is just that they are fully skeletonized - that doesn't necessarily mean decades.

I can't find a namus page or much information on this person, but Richard Pisano went missing in 2016. He was last seen in Oberlin, getting a taxi toward Lorain. The article states that he lived in Girard, which is about 15 miles from Frontier Park. Search called off without him being found:

"Most Wanted" in Crawford County (just south of Erie County) for failing to appear in Erie County Court for arraignment after he was charged by Erie Police Department with theft by unlawful taking, criminal trespass and receiving stolen property. He is possibly staying in the Meadville (Crawford County) area.

I'm thinking Erie LE might have reason to believe the skeletal remains are Mr Crowley.

Authorities have amassed 28 human bones in a series of searches in and around a west Erie park since some boys volunteering to pick up trash stumbled upon a skull on April 6.

But it’s expected to take some time before the remains can be identified, according to those involved in the investigation.

Cook said the teeth in the skull are also being mapped and that information will be used in attempting to identify the person through dental records. The person had dental work done, including extractions and fillings, said Erie police Detective Sgt. Christopher Janus, who is involved in the investigation.

Mercyhurst University's Applied Forensic Services Department have wrapped up its investigation into the human skull and 28 bones discovered through a series of searches, in and around Cascade Creek. Erie County Coroner Lyell Cook just received their final report, and is reviewing the findings...

One of the bones has also been sent to the University of North Texas Center for Human Identification, for DNA analysis. As Erie News Now has reported, Erie Police are also using dental records to try to identify the person."

Erie Bureau of Police officials on Thursday morning released several composite sketches of what the male whose bones were found along Cascade Creek in Frontier Park might have looked like before he died. Detectives also said that two of the recovered bones were sent to Texas for DNA extraction, a process that could take up to a year to complete.

The identity of the person whose bones were recovered over a series of searches remains unknown. Authorities have said that they are believed to be of a white male in his 30s to 50s, and that the man was likely dead for more than a year.

Now that we've got a height and age range for UP, I am submitting Richard Pisano. He was 49 years old and 5'11. The tip of his nose is different from the sketches and he is heavier set so I cannot tell whether his jaw line is really that square or not, but it's enough to warrant submitting for me.
 
Human Bones Found Last Year at Frontier Park Remain a Mystery

Erie Police sent two bones to the University of North Texas for DNA analysis. The results were expected to be back about this time, but Janus says the bones have yet to be processed.

That’s apparently because the university was shut down for a while because of COVID-19, and things got backed up even more than they were. Therefore, the DNA profile from the bones recovered at Frontier Park may not even be completed this year.
