3rd person - 14yr old girl - turned herself in.
The 13 yo girl that also turned herself in must be the one on the video with her hand over her mouth. She is the only one that seems horrified by what is happening and she seems to actually try to intervene a little at one point.

She’s the only one that I’ve seen who has counsel:

“Mills [girl’s atty] called on the district attorney's office and police investigators to review the surveillance video of the attack. Not only did the 13-year-old not attack the victim, but she actually tried to stop the beating, called 911 when Lambert fell to the ground and stayed with him until first responders arrived, Mills said.”

IF this is true, she should be commended, not prosecuted. A 13 yo girl has no ability to stop a mob attack.

JMO The whole time-bomb is too many parents failing to parent. Too many babies with too many baby daddies and no one taking responsibility... no one behaving like an adult. Everyone saying my life stinks, full of evil and violence so I'm going to do just life everyone else and allow sick behavior to go on and on and on. I won't change, I want to continue to breed violence. Tick tick tick...

Is anyone here good at figuring out things like whether there is a law allowing the parents to also be charged? If my child/teenager is out in the middle of the night, I do admit it's my responsibility to know that and know what they are doing. Even if they are sneaky, even if they are "impossible to control." They are minors. The buck must stop with their parents, unless they were under someone else's care at the time (ETA: as far as the child/teen's well-being at 3:00 a.m., not that they can control the teen's actions.)

Also with so many suspects, I think each one's actions need to be looked-at and charges- if they are charged- carefully based on what that particular suspect actually did.
For example, if one of them called 911, I don't think she should be criminally charged. That took courage.

I agree---the one teen that stayed with the victim and called 911 should be praised and not criminally charged.

What does it mean "they turned themselves in"?
Like - voluntarily?

Besides, if Police know the name even of 1 of them - it means, they should know the identity of all of them, no?
They seem to be a group of friends.

Are they runaways from home?

In a recent, separate incident, one of the 13yr old girls was shot in the face. I’m not good tech-wise - I’ll paste the reporter’s Tweet below and attach a screenshot.

“SCOOP: 13 year old girl shot in face last night was one of the juveniles in the surveillance video of traffic cone murder of 73 year old James Lambert, multiple @phillypolice sources confirm to me. She is in stable condition. 1/2 @FOX29philly”

“2/2 @PhillyPolice sources tell me she was among juveniles seen in video recorded attack on Mr. Lambert, but is not charged & never interviewed. Now considered a witness in the killing. Her shooting last night believed to be result of “juveniles playing with a gun” @FOX29philly”

Well, we all know what this is: the attempted murder of a witness to murder. Shot behind the ear. Someone walked up right behind her and tried to silence her.

Was she never interviewed because she has a lawyer preventing it? I hope she recovers fully. At 13, she has her whole life ahead of her, to move to a new place, to change the kind of people she's around...

I don’t know. There was a 13yr old girl who turned herself in with counsel, but there’s nothing about whether that is the one who was shot. I’m guessing they are two separate 13yr old girls.

Whichever 13 yr old she is, there is a serious lack of supervision going on in that home. :(
