Body found in Olney section after teen alerted police
Officials of a nearby school alerted police after a teen girl told them on Tuesday afternoon that a homicide had happened over Christmas break, police said. Police followed the girl’s tip and found the man’s body in a trash can at North Sixth and West Rockland Streets shortly after 1:30 p.m..

I'm glad the media is backing off the hard line policy of not identifying juvenile offenders. There definitely seems to be a growing trend of heinous crimes committed by teens with a sense of zero culpability. Not necessarily related to this case, but I firmly believe the parents of guardians of juvenile offenders need to face criminal prosecution in the case of violent crimes committed by their children and if no one is willing to take that responsibility, the juveniles should be in a secure institution. In this case my guess is the foster parent felt she could "crack" even the hardest cases but maybe she was unaware of this "child's" rap sheet - though I can't imagine how.
