During an interview with police, Ramsay confessed to being the driver and said he had taken methadone at 9 a.m. Saturday. Methadone is a pain reliever and is used as a maintenance drug for addictions. Ramsay appeared “slow and sluggish” during his interview with police and he told investigators that he smoked marijuana after the crash, according to the affidavit.

Ramsay's passenger told police that the suspect was “weaving from lane to lane, crossing the double yellow lines,” according to police.

Police took a sample of Ramsay's blood 5 a.m. Sunday at Excela Health Westmoreland Hospital, according to the affidavit.

Ramsay was arraigned Sunday morning on charges of homicide by vehicle while driving under the influence, homicide by vehicle, driving under the influence, accidents involving death, disregarding traffic lanes, careless driving, failure to notify police of an accident and failure to stop and render aid.

He was being held in the Westmoreland County Prison on $20,000 bond.

Prosecutors have added a third-degree murder charge against a man accused in a fatal hit-and-run incident on Christmas Eve in East Huntingdon.

Matthew Ramsay, 29, was initially arrested for and charged with homicide by vehicle, DUI and other charges. Prosecutors added the murder charge at Ramsay's preliminary hearing on Wednesday morning during Ramsay's preliminary hearing. The hearing was continued to March 23 to give attorneys time to prepare for the hearing.

Suspect in fatal East Huntingdon hit-and-run rejects plea offer

Matthew James Ramsay, 30, rejected an offer of 10 to 30 years imprisonment in exchange for a guilty plea in the case during a hearing on Thursday, Assistant District Attorney Pete Flanigan said.

Ramsay is charged with third-degree homicide, homicide by vehicle while driving under the influence and related counts in connection with the Dec. 24, 2016, death of Joseph Cummins, 49, of East Huntingdon, who was running along Ruffsdale Alverton Road with his dog when he was struck. Cummins died two hours later at a Pittsburgh hospital.

Ramsay's attorney, James Robinson, filed pretrial motions Thursday, one seeking to suppress statements the defendant made to police and the second to throw out the third-degree homicide charge for lack of evidence.

The trial is currently scheduled for March 12th.
