And the grand jury is news to me. That was just released today. JP, of the Beaver Countian, stated that she was an informant exposing corruption in an article from a few days ago. That was another bombshell. Hardly anyone knew that bit of information.

Theory now making the rounds now is that ex-fiancé and Officer Watkins may have conspired. The activities of the ex-fiancé are somewhat sketchy. It could be that the corruption she may have been testifying to may revolve around the activities of her ex that the police may have known about/covered up.

I do think the ex is in on it somehow in the background/behind the scenes. He likes paying his way to call the shots in town, it appears. Maybe he put up the dollars for it all to go down but none of the actors knew where their payoff was coming from.

Also, he was almost too forthcoming, too quickly, with his alibi, mentioning of his new girlfriend, and wanting to clear his name up front. Besides, he's creepy. Not exactly what I would call a typical successful entreprenur as he likes to be called, but more of a scrappy street-smart salesman.

From mutual friends, I know the relationship between Rachael and the ex was somewhat turbulent. The word “obsessed” has been thrown around. She had supposedly also expressed fear that he had been having her followed or had a tracking device put on her vehicle. The new girlfriend is younger and said to be a dead-ringer for Rachael. This is why I immediately expected it to be a hit put out on her by him.

The Beaver Countian has been covering Beaver County corruption for years. It’s the whole damn county. There have been many federal agencies investigating our courthouse and local police depts. our Mayor, Dwan Walker, has computers and stuff confiscated from his office. Our police department is a freakin joke! If you look up the Officer James Naim case, it may interest you. In a nutshell, naim was murdered and many believe by one of his fellow officers. A black man, known drug dealer was convicted of the crime, but NO ONE here believes that. Naim was secretly meeting with a reporter from the Beaver County Times when he was gunned down in Linmar while out on patrol. But there were always whispers of corruption, even before that. The latest screw ups by the dept make me just think they should dismantle it all together. They weren’t even authorized to access JNET until recently because they are constantly doing either dumb or corrupt things.

You weren't kidding about the corruption in that county. Jeez. I've been reading the articles from the Beaver Countian from the past few months and it just doesn't stop. I've gone so far as to buy a membership because I can't believe everything I'm reading. How do people in position of authority like this get away with this kind of crap? State police may be looking into the corruption now but apparently it has been going on for some time. < Though that is my assessment and not a fact.

In a recent article the mayor, this past February, was refusing to cooperate with state police regarding leaked records about Rachael. Unless the mayor was or is doing things he shouldn't, I'm not sure why he wouldn't cooperate with the State police regarding his police department leaking sensitive records to an unknown individual. :thinking:

I was willing to give the benefit of the doubt to Officer Watkins because of his relationship with Rachael, but I’m not so sure now. I figured that maybe, in grief, he crossed that police line to get to her family, but... this is all so convoluted.

Ok I think I’m having one of those days .... I can’t get my head around why if the Sgt was a personal friend, you would suggest in grief he crossed the line to hurt her family. I apologise in advance if there is something obvious that I’m missing but if he was close to Rachel why would he want to hurt her or her family? Also please could you point me in the direction of the ‘text’ messages alluded to as I can’t see them anywhere.... TIA

Here's a few of the texts and a link. There's a few more there too.

The three drove to Hank's Frozen Custard in New Brighton to get ice cream. After about an hour, the friend drove back to Deltondo's home, leaving her there at 10.44pm and driving off with TJ.

Reports of gunshots were made four minutes later.

According to the affidavit, TJ confirmed to police that he had gone to Hank's Frozen Custard with the two women and that Deltondo was left outside her parents' home at 10.44pm by the female friend who said she would return. The friend dropped Tyrie on Main Street, he told police.

Text messages from the female friend's phone revealed that she texted Deltondo at 10.41pm, 'go for a walk I'll pick you up after'. Deltondo replied, 'U serious?' 'Haha' at 10.44pm. Ten minutes later, she texted Deltondo 'be there soon' and six minutes after that 'on my way'. At 11.07pm, she tried to call Deltondo's cell phone.

I don’t mean to play detective but this sure sounds like a set up by Rachel’s 2 friends. The daughter of Sgt Watkins of the Aliquippa PD & Tyrie Jeter who is the brother of the minor that Rachel was with in 2016. The daughter of the Sgt texted Rachel & asked her to take a walk before she picked her up. Why ask her to take a walk if you’re going to drive back & pick her up? Then, allegedly she tried to call her at 11:07 but Rachel didn’t pick up because she was already deceased. Why call her if you were going to go back to her parents house (where she was shot) & pick her up as previously planned?

Why is the Aliquippa Police Department the ones removing bags from Sheldon Jeter's home from the search warrant issued. If I were his parents, I would be afraid they'd plant something considering the long standing corruption claims.

And who knew where Rachael would be at that time late at night in the driveway. Office Watkin's daughter and Jeter's brother. Would be interesting to know who set up the get together for ice cream, daughter? and did she suggest including Sheldon Jeter's brother? Lots of thoughts in many directions.

I haven't read where the killer was in a car or on foot? Hopefully video will show something.

Wondered too about the relationship between Rachael and her ex fiancé but read above it was possibly turbulent. Who broke it off and why? Ex said in his news interview that it was not related to the steamy car incident. For being together 8 years, he didn't seem very upset in that interview.

Someone was very afraid of what she might say in the upcoming grand jury hearing and it certainly wouldn't have been Jeter. My mind is going in the direction of ex fiancé and Officer Watkins but someone needs to be the fall guy. Could that be Sheldon Jeter.

I also read where Officer Watkins was put on paid leave b/c he crossed the crime scene tape possibly contaminating evidence not because his daughter was with Rachael that night. Wonder what Rachael's relationship was with Office Watkins.

I wasn’t suggesting he wanted to hurt her family. When the story first broke that he crossed the yellow line, I assumed he wanted to grieve and comfort her family. Most everyone I’ve spoken with think he crossed the line to contaminate the scene. As I’ve said, trust for police in these parts is not very high. I have no idea why he did what he did. We are getting things in little pieces. From the very beginning, we had hoped Aliquippa PD wouldn’t take the lead on this investigation. They could do everything by the book and catch the real killer and people will still question the outcome because of their past behavior.

I don’t know Officer Watkins well. I know of his friendship with the victim. That is why I initially just assumed he was overcome with emotion and ignored orders to stay back. I don’t know what his motivations were for doing that, but his actions certainly didn’t give the public much to be confident about.

That was our sincerest hope. But it looks like Aliquippa PD is handling this, other than the cell phone found at the scene, which was sent out for processing. The corruption in Aliquippa is just the tip of the iceberg. Unfortunately, we are surrounded by it. It leads straight to the courthouse. The Beaver Countian has been covering all of this for years and honestly, I&#8217;m shocked JP is still alive. He hit the last sheriff pretty hard. (Georgie David) the sheriff supposedly pulled a gun on him. Depending upon how far back you look, you can read all of those articles. There are dark forces at work here and no one knows who to trust.

IMO, if you find the person who sent the email out with her personal info and the police report, you will find the killer. That person wanted to destroy her reputation. Mission accomplished. In my gut, I feel as though the person behind that email did this. I don&#8217;t think they pulled the trigger, but they had the means to pay the person who did.

I read they were "friendly" in the years since calling off wedding until October 2017 and to me that coincides with the police department leak. Seems she may have thought her ex to be behind it. And whoever helped in the police department to leak the information was probably fearing being exposed during grand jury hearing. The death threats don't make any sense to have come from Sheldon, like what motive. I hope Rachael documented her fears in some way so her voice can still be heard. So very tragic.

And his relationship with the PD is very well known. I truly believe that any info Rachael had with respect to police corruption was directly related to things she saw while with her ex. I was thinking the same .. that Rachael probably gained all sorts of damaging information over the 8 years with Frank. The leak to ruin her life would easily cause someone to retaliate by becoming an informant and of course to want to find out who ratted her out on the police force. In reading comments in the Beaver Countian, I read that Rachael had worked in the local MPI club which is like an Italian Club? Sounded quite "mob"-like and certain police officers and officials frequent it. Probably a lot was heard there too. Unless someone talks, I'm afraid there will be no money trail as to a "hit". Her poor parents. I hope she confided in her attorney
