Usually it's at the request of the family.
When you are murdered your death isn't a private event, it's a social event and everyone in the deceased's sphere is a potential killer.

The general public is also entitled to know if a murder has been committed to ascertain whether or not they are in danger. Even in cases where a murder or murders have taken place and law enforcement state there is no danger to the public we are aware that the deceased are usually all family members and one of them is a killer.

This is hinky to me. How do you charge a perp without knowing who the victim is?

Family members don't have the right to keep the name of the victim anonymous.
 
If they have already identified their suspect they may not want to compromise the investigation or possibly put the victim’s family in danger by releasing the identity.

Absolutely the integrity of the investigation should drive whether or not the name of the victim is released.
