There needs to be a more thorough probe into the 2013 suicide of Queens woman Natasha Jugo, argued onetime prosecutor Raymond Zuppa, who believes she was murdered by the Long Island Serial Killer.

“Given the geographical location, as well as current and historical events … I believe the investigation into this matter should be reopened and competently investigated,” Zuppa stated in a petition filed Wednesday in Manhattan Supreme Court that names the NYPD and Commissioner Jessica Tisch as defendants. “The area of the occurrence is infamous.”

I am curious about Raymond Zuppa and his interest in this particular case - he certainly is persistent! The FOIA request details are available on Trellis Law if anyone wants to search for it. A lot of info is redacted but surprisingly the 3 witnesses who found Natasha’s body are named. The original report is much different then what we’ve been told in prior press.

In Zuppa’s petition, he wrote that scene photos of Jugo’s body reveal a rope was tied around either her legs, waist, or neck.

‘There is no explanation. And I will not engage in sinister speculation,’ Zuppa wrote.

Yet there are several differences in the cases too. There has never been any suggestion that Jugo was engaged in sex work and there is no evidence she had any connection to or plans to meet Heuermann or anyone else that day.

Zuppa believes there are enough unanswered questions in the case that mean the Gilgo Beach task force needs to investigate her death.
