Russia-Ukraine war latest news: US condemns Putin’s nuclear deterrence order; Russian tank column heading towards Kyiv – live updates | World news | The Guardian

Blasts were heard in Ukrainian capital of Kyiv and in the major city of Kharkiv on Monday morning, Ukraine’s State Service of Special Communications and Information Protection has said.

Kyiv had been quiet for a few hours prior to that, it said in a brief statement on the Telegram messaging app.

“Explosions are heard again in Kyiv and Kharkiv. Before that, it was calm in the Ukrainian capital for several hours,” the agency said.

Multiple sources say the decision has been made — and as soon as on Feb. 28 at 5 a.m. local time, the first Ilyushin Il-76 transport aircraft is very likely to take off carrying Belarusian paratroopers to be deployed against Ukraine.

A missile has reportedly hit a residential building in the centre of Chernihiv, causing a fire to break out, Ukraine’s state service of special communications is reporting.

Chernihiv is about 150km north-east of Kyiv.

“A rocket hit a residential building in the centre of Chernihiv. A fire broke out, two lower floors are on fire. The number of injured is currently unknown,” the agency said in a brief statement on the Telegram messaging app.

The development follows reports from the Kyiv Independent newspaper of an air raid alert that sounded in the city about4.30am local time with residents being urged to head to the nearest shelter.

12 a.m.

Mykolaiv, Mykolaiv Oblast: Two Russian saboteurs surrendered themselves to the local residents after a heavy fight with Ukrainian army forces and armed vehicle column destruction. Both claim they belong to a 33rd Regiment from the Volgograd region of Russia.

Makariv, Kyiv Oblast: Fierce battles are taking place in Makariv village some 60 kilometers from Kyiv. Previously the Ukrainian Army Forces reported that the enemy used children and women to protect their vehicles from Ukraine’s shelling.

Donske, Donetsk Oblast: The village is under constant shelling. A lot of civilian infrastructure is being destroyed, including kindergartens, residential buildings, food stores etc. The electricity in the village has been cut off. Local residents have no water supplies. A flag of the DNR, a self-proclaimed republic, is hanging on the village administration building.

Mykolaiv, Mykolaiv Oblast: Russian missiles hit Mykolaiv airport, says Vitaliy Kim, the head of the oblast state administration. The strikes hit the runway and the platform.

Krupyansk, Kharkiv Oblast: Local city mayor Gennadiy Matsegora surrendered the town to the enemy forces. In his own statement on Facebook he said that the Russians told him they would take the city by force if he does not negotiate, so he did “to avoid human sacrifices and destruction of the city, especially the infrastructure we would not rebuild for life,” he said. Matsegora called on the city residents to leave their shelters, come back to life and “conduct business as usual”. Kharkiv Oblast prosecutor office opened a criminal case against him for state treason.

Volnovakha, Donetsk Oblast: The city is being continuously shelled for days now. People have no food or water supplies and do not leave underground shelters, says the head of Volnovakha state administration. The roads to the city are cut off or filled with rocket missiles. The administration has a few buses ready to evacuate the people, but the shelling never stops and the enemy doesn’t let local district authorities anywhere near the city, hromadske reports.

Berdyansk, Zaporizhzhya Oblast: All the administrative buildings have been allegedly taken by the Russian invaders. Local authorities stayed in the city, but declined the enemy’s offer to collaborate, says the city mayor Oleksandr Svydlo in his video statement on his Facebook page.

9 p.m.

Zhytomyr, Zhytomyr Oblast: Ukrainian army forces hit a Russian BUK, a self-propelled anti-aircraft missile system, near Zhytomyr with a Bayraktar missile. Bayraktar is a Turkish strike operational-tactical medium-altitude unmanned aerial vehicle with long flight duration. BUK is a similar anti-aircraft missile system that Russian army forces used to shoot down MH-17 in July 2014.

8 p.m.

Ukraine: Air strike alerts declared in Kyiv, Chernihiv and Cherkasy. City residents are asked to take shelter immediately.

Nova Kakhovka, Kherson Oblast: Ukrainian authorities of Nova Kakhovka, a small town not far from Kherson, negotiated the evacuation of civilian residents with Russians. The enemy temporarily took control over the city, says city mayor Volodymyr Kovalenko. Civilians to be evacuated today, on Feb. 27.

Sumy, Sumy Oblast: City administration says a column of Hrad rocket launching systems is approaching the city and asks local residents to stay sheltered.

Zhytomyr, Zhytomyr Oblast: A missile shot from the territory of Belarus hit an airport in Zhytomyr. Anton Gerashchenko, an adviser to Ukraine’s Interior Minister says that the missile was shot from an Iskander, a ballistic operational-tactical missile system of the ground-to-ground class. He says that now the Zhytomyr, Volyn and Rivne oblasts will have to get ready to“fry not only Russian, but also Belarusian invaders in the coming days,” he wrote in his Telegram post.

I have another question:
If and I do say a big IF, the proposition of Ukraine joining NATO really is the reason behind Putins attack on Keiv, then why is he so disgruntled by the proposition? I get that he doesn’t want NATO just outside the demarcation lines of his borders but why does it concern him so much? Alternatively, if Ukraine were invited and chose to join NATO ( just for example and not pontificating as to wether or not Keiv meet the criteria for NATO admission), then why can’t there be a ‘buffer zone’ between Russias borders and NATO, wether that be by using Belarus as the zone or an alternative? I don’t understand Putins thought process about him being provoked by the West with regards to Ukraine potentially being a NATO member and having NATO troops on his borders because it’s not as if we are going there to intentionally cause an act of war . What am I not understanding here ? Why has he taken and is continuing to take such drastic action, bringing it to a destructive war between mother Russia and Ukraine and causing a humanitarian crisis? Not to mention such horrific loss of lives and liberties and damage. Just why ?
I read an article the other day that said one of the possible triggers of Putin’s paranoia (in relation to the possibility of Ukraine joining NATO) was the installation of an AMD (air missile defense) system in Romania. There’s already an AMD installation in Poland, and Putin is convinced the machines can also be used to launch missiles. NATO says this isn’t true. Nevertheless, Putin feels threatened by these AMDs and fears NATO will install another in Ukraine and use them to launch an attack on Russia.

Japan’s former Prime Minister Shinzo Abe has controversially suggested his country should consider allowing the US to base nuclear weapons in his country, following Russia's invasion of Ukraine.

He made the remarks while discussing the impact of the Ukraine crisis during a television interview.

Russia’s invasion of Ukraine has drawn immediate parallels in Japan with a potential Chinese invasion of Taiwan or takeover of Japanese-controlled islands in the East China Sea.

The BBC's Tokyo correspondent Rupert Wingfield-Hayes says that politically this is one of Japan’s biggest taboos. Since World War Two, Japan has committed to never possessing, producing or deploying nuclear weapons on its territory.

Mr Abe also said he believes the US should make it clear to China that it will defend Taiwan if Beijing attacks the island.
