Incest means they are the parents of the children. Being charged with incest is like being charged with extreme rape - it is a more severe charge because it acknowledges it was your child that you raped.

Sounds like the 2 younger adults are the parents of the twins, they both abused them, made child porn with them, and pimped them out. I hope these monsters get the death penalty.
