Pretty simple case only made suspicious by the writers at UM per usual. Drinking and driving in severe winter weather = bad things happen. Arnold was probably thrown from the car not wearing a seatbelt at high speed and ended up in the icy ditch and dying of hypothermia. The gf crawled out of the mangled car to look for him probably concussed and disoriented herself and fell through the ice. It looks like they were not found until the ice melted. The LE guy kept saying they were not there when he and others searched. He missed them somehow pure and simple. Also that supposed ditch in the episode looked more like a small frozen lake to me.
