He commissioned the piece from his friend, US artist Mark Jenkins, who makes "provocative street sculptures".

I wonder whether the officers knocked on the window in an effort to rouse the "woman" but got no response before deciding to make entry into the building. If so and if this is the view from the sidewalk, the officers' concern seem justified to me. Glad to see all turned out well.
