Theodore Glenn Williams was convicted of raping and murdering two little girls in Michigan in 1966 and 1967.

In an appeal trial, he was judged to be insane and incarcerated in a mental institution with parole possible when he might be determined to be no longer crazy and a threat to society.

All appeals of his convictions have failed, and all annual parole requests to date have been turned down. He is now 85 years old.

How many other victims were there? What other states or areas was he known to have visited?

Theodore Glenn Williams asks for mercy

Theodore Glenn Williams is shown in custody (1967) when he was a young man. Williams, who has spent most of his life in psychiatric hospitals after strangling two western Michigan girls in the 1960s says his deep remorse for the crimes doesn't lessen his desire for freedom.

How many others were there?

From a 2014 article in the Grand Rapids Press:

Williams, who has spent most of his life in psychiatric hospitals after strangling two western Michigan girls in the 1960s, is asking a western Michigan judge to give him a chance at freedom under a law that was repealed in the 1960s but still applies to him.

Williams, 75 (in 2014), has the right to ask an Allegan County judge to hold a jury trial to determine if he's no longer a threat to society. He plans to make that request again Wednesday, April 2, 2014, although many previous requests have been turned down.

From a 2023 article, Williams was still trying to gain release from a psychiatric hospital claiming to be cured:
