Jason Alan Miller, 48, was arrested at Port Miami on Sept. 13 after being picked for a random secondary screening at the end of a Carnival Cruise to the Cayman Islands.

Miller has fostered around 20 children at his home in Tennessee in the past 7 years, the affidavit also stated.
