The thing about a boat in that area is you can get to 3 different counties off the grid. You can also hide your car and get to a gated, secluded house or trailer that is closed up until Memorial Day and hide out.
Let the boat go and the owner thinks he didn't tie it well when it is found the next day.

If she just out of the blue said "If I/m not back by 6 call the cops" I'd think that would have raised a huge red flag and there would have been further questions.
On the other hand, if she was headed out the door and someone asked where she was going/with who/would she be back for dinner, then I could picture her answering with a sarcastic, flippant "If I'm not back..." without that causing any alarm. If it's the latter, it makes more sense, and I wouldn't read much into it.
I'd also hope that her family has checked for any missing valuables (jewelry, etc) that she might have taken with the plan of pawning/selling.

It could be a place to hide out until things calm down and more plans are made. All homes aren't close to a Marina.

I thought about 'stolen license plates' and this case: I thought Pervert would NOT steal lic' plates prior to the kidnapping because people would report them stolen to police. My GUESS is that Pervert could very easily stop and steal license plates from so many sorts of place, EG, small apartment complexes using just a little penlight - my GUESS is Pervert would be stealing license plates every day now....
