IMHO I think it's just Pareidolia. a psychological phenomenon involving a stimulus (an image or a sound) wherein the mind perceives a familiar pattern of something where none actually exists.
Common examples are perceived images of animals, faces, or objects in cloud formations, the man in the moon, the moon rabbit, and hidden messages within recorded music played in reverse or at higher- or lower-than-normal speeds.

could be. I still see it no matter how I alter the picture so I dunno.

I'll shut up about it now though since nobody else sees anything!

.
Could it be Cherries? It looks like there is a stem at the top of the peach. It looks like it is on an angle. Looks like the biggest Cherry has a hole in it.

I have a cigarette burn scar that looks like that.

That's actually really interesting... makes me wonder if someone else gave her a burn and she tried tattooing over it. I mean if that's what it is

Brilliant but you've misread me. The fish can be different but the direction the same. Thus fish head is curving to the left, anti-clockwise zodiac sign

I 100% agree it's like when a shrink shows someone PLAIN INK BLOTS and they see the second coming of Christ in it rofl

Tattoo artists see many different people go in and out of their shop. I'd be surprised if he actually remembered what she said or what she looked like after so many years had passed. If it was a large piece, over a few sessions, then yeah maybe. But it's such a small tattoo, what would make it memorable? I've been in dozens of conversations with my artist over the years. If you asked what we spoke about the first time I went to his shop, neither of us would have a clue.
I would bet dollars to donuts every tattoo artists has done 10-20 peaches if not more. On his behalf maybe he was trying to be responsible and helpful even if it was a shot in the dark and try to tell what he knew, whether it leads to OUR PEACHES or not, so I can give him that.

Urban Dictionary - Peaches: This is a code word for a quick sexual release with no strings attached.

Or could it be someone got something over an old bullet wound or a scar? And the fishhead is scar tissue?

Its the pix-elation of enlarging a photo from the original size nothing more.

The zoomed in ones look like when you get a new tattoo and your pores get all big and open. At least I think it's pores that are giving that effect

Agreed. Might be irrelevant anyway. It would not surprise me if he was the wrong tattooist. I think the only way to find her to hand out fliers among escorts. Pictures of the tat. Or put them in walls where they hang out with an email. Maybe the escorts here would do it.

Good thinking... what about sending the pics to the local and national news networks to see if they will do a little blurb and show the pic on their way to commercial or something? The more it gets out there the better chance we have of giving her and her baby a name.

Very true. I think the personal touch works with people too. There is no doubt there is a lot of fear about coming forward and becoming a target. If there was a group which worked with the escorts on the street they could help?

Or maybe someone Sees something different from you

It doesn't matter what it is. If people on the street didn't know she even had it, then it is irrelevant. Finding a way to find her is more important.

Ok. Chew this one and see how far outta whack this sounds. We have the group of men who some think are conspiring because they are bad bad boys. The "JB Trifecta." You all know who I mean. Then we have Dr. Death. How hard would it be to contact peaches NOK and say hey we are sorry she passed. She was Jane Doe so we buried her at the counties expense, NOK says ok. Maybe she was never reported missing cause nobody really cared. Ok pick it apart...

I forgot to mention yes they'd be responsible for her demise in this theory.

if that's what you think will help, then by all means... But I'm going to continue trying to figure out the tattoo since this is a 20 year cold case and a tattoo is one of the few things we know with certainty about peaches.
