Mallari was reported missing by her employer when she did not show up for work. Foul play is possible.

Details of Disappearance
Anna was reported missing by her supervisor at Providence Memorial Hospital in El Paso, Texas, where she worked in food service, when she didn't arrive for work on the morning of December 1, 1988. She has never been seen again. Her husband, Rolando, said Anna and their child had returned to her parents' home in Manila, the capital of the Philippines, where both she and Rolando are from.

Authorities learned that Anna never actually arrived at her parents' home, and shortly after her disappearance, Rolando also dropped out of sight. The couple lived in the 1500 block of north Oregon Street at the time of Anna's disappearance. Foul play is suspected in her case, which remains unsolved.

It is interesting that the family is easily traced. Her son (named Rolando M Mallari, like his father) was born in August 1988 in El Paso and so was only 4 months old when his mother went missing. Whilst Anna never made it back to the Philippines, Rolando Jr certainly did, and there is an article from 2013 about his career with the US Marine Corps Philippine native lives with a purpose after joining the Marine Corps
There is a comment on this article from a 'Rolando Mallari' which makes me wonder if it is from his father who has reappeared. There is also a comment from his sister. Since he did not have a sister when his mother went missing (as far as I know) this can only mean that his father reappeared at some point and started a new family. Perhaps LE should follow up with the Philippine authorities.

Further searching in The Philippines finds a document from the Knights of Rizal (a sort of semi-official quasi-masonic organisation based in The Philippines) appointing Rolando M Mallari as Deputy Commander for the Knights in the Pampanga province of The Philippines. This cannot have been the young Rolando as the document is from 2006 when he would have been too young.

It seems that if LE are really interested in pursuing this case and if the husband is a POI, then it should not be too hard to make some progress.

I am Anna' s eldest daughter and the one who made a comment on my brother' s picture about joining the US Marine Corp. To be honest, my mother' s family lost a fortune pursuing this case but still remains unresolved. Years have passed and my grandparents died not knowing what really happened. I guess this is just up to me if I want something to happen.

Rolando Mallari definitely is a POI here with suspected foul play. We have news and stories circulating within our family but we never confirmed anything legally. The people who really knew what happened are all dead, they all died of cancer (what a sad coincidence).

Can someone here help me on what to do if I want something to happen to this case? I believe the question is not as to "where" the POI is but is more of "what" is the evidence that he did something. I remember being in contact with one police office from Texas who used to handle this case and this is what she told me, that they know where Rolando is all along but due to lack of some evidence, they cannot just cuff him.

I strongly believe he has something to do about what happened to my mom, Rolando is already back in Colorado now as he already resigned from his job in Germany as a mess man in a US base camp.

If you can give me any tips or any help, it will be greatly appreciated. I believe my mother should have never suffered and disappeared just like that.

El Paso Police Department 915-832-4445 and inquire about your mothers case. If you want something to happen you need to get in touch with the detective assigned to the case Agency Case Number06000742. I would also tell them that RM is back in USA, Colorado. They should speak with him again. Often cases will turn cold without any new leads and sometimes that means reinvestigating a case. However sometimes without the push of family or the media nothing gets done. Please Please call the number above and tell them everything you know, tell them all you know about RM. Do not give up! Keep Calling! You have to be strong and the voice for your mom. You can also try to generate interest by reaching out to the local El Paso media or start a Facebook page for your missing mom. I did that years ago. I was in touch with a female investigator/ detective/police that was in charge of the case. She mentioned something like they know RM's whereabouts but could not easily arrest him due to lack of enough evidence. :( But he is being watched so as not to lose sight of his whereabouts I guess. After a year of being in communication with her, I suddenly could no longer contact her, emails bounce and seems like she resigned or left the post already.

Anyway, as much as I would like to pursue this case, RM went back to Colorado with the assistance of my brother because he can barely walk alone. He left his job because he could no longer do the job efficiently and he died just a few days ago. My mom's case remains unsolved and I haven' t talked to him about it. I tried, believe me but I guess some people are just into keeping secrets to the grave.

I hope they both (my mom and father) get the karma they deserve, both good and bad, whatever they deserve. Justice was not served here and I hope they get the justice they deserve in the after life.

Can't find much more information but the Millari's lived at 1501 N. Oregon, Apartment 8 in El Paso
