The Harris County District Attorney’s Office confirmed that Floyd William Parrott, 64, has been charged with capital murder in connection to the 1990 killings of Cheryl Henry, 22, and Andy Atkinson, 21.

The Harris County District Attorney’s Office, Houston Police Department and FBI Houston are planning a joint press conference to provide additional information.

THIS is so wonderful for Cheryl and Andy’s families!
I live in Houston, and this case has long-haunted me and countless others.
I often drove in that area on my way to dropping off my now 40-something kiddos at daycare and then on to work.
Justice FINALLY for Cheryl and Andy!!!!

The young couple went out for a date night in west Houston on Aug. 23, 1990, but never made it home.

On Thursday, Harris County District Attorney Sean Teare's office announced 64-year-old Floyd Wiliam Parrott has been charged with murder in connection with the 1990 murders.

Woult not be surprised if this guy has a lot more crimes to his name. He is already connected to another rape via DNA

According to officials, Parrot was arrested in Lincoln, Nebraska on Wednesday by Houston Police Department officers and the FBI.

WOW! After 36 years!! Good for these LE sticking to this case! I looked him up in Harris County, but he is still in Nebraska. So will keep an eye out on the court site. Also he has quite a few charges - either dismissed or resolved. There are 2 cases still open but from 1996 & 1997-impersonate & sexual assault ('96).

This is the wrong date -I have they went missing on 8/21/90, Cheryl was found on 8/22/90 & Andy on 8/23/90. Well - per my notes! :)

Also in my notes I have:
DNA tests in 2005 say it is a white male that raped Cheryl.

and he IS a white male!

Just a note - too bad it is Harris County - their hearings are always reset, reset, reset, etc. :(

This guy seems to have a past record multiple times for impersonating a police officer from both 1988, July 1990 and October 1996 with various gun charges- Not surprised.
Wonder if he did that with Andy and Cheryl.

In May, 1990 just a few months before Andy and Cheryl were killed he has a weapons charge of some sort and was convicted in court of it in Sept weeks after they were killed

So they have had DNA in the case for years. This guy has also been in prison so I am assuming he has DNA on file in the system. What took so long to nab this guy?

His 1996 booking photo compared to 1990 sketch- not very close IMO, although the height and age were on the money (6ft late 20s)

I'm just going to assume that it took years to connect his DNA to Cheryl's rape kit because of either a backlog or the DNA was not logged in an accessible database? Whatever it is, I am thrilled to see an arrest. It is sad that Cheryl's mother passed away just last year, after waiting so long to see an arrest for her child's killer. May Cheryl and Andy rest comfortably knowing that their murderer has been caught and I hope @mocity and all of Andy & Cheryl's loved ones are having a wonderful day today!!

Considering his arrests were in the 1980s and 1990s, I think it's likely his DNA was never collected. From what I've read in other cases, my opinion is that the DNA collection law in Texas was passed after the 1990s and/or it didn't apply to people who were already in prison.

Two Texas death row inmates, James Otto Earhart and Jerry Walter McFadden, were executed in 1999. In 2018 and 2019, both of them were separately linked to other murders; not through CODIS, but through genetic genealogy. This means their DNA was never collected for CODIS entry.
