Tattoos: Tattoos are on both thighs and the upper arms: "BORN TO LOSE" on upper right arm, "J.M" initials on upper left arm, Shark on left thigh, four birds (seagulls) on right thigh.

Clothing: Short-sleeve brown and white plaid knit shirt, black bikini type shorts

Circumstances of Recovery: Adult male found in the water of West Bay, Northeast of Dana's Cove

The shark and the seagull tattoos might indicate that he’s fairly local. Or at least from somewhere along a coast.

Born to Lose is a common tattoo for that time frame. I hope he is recognized soon.

Stats align well - age, ht, wt, geo-area (Houston -> Galveston) as well as last seen info. Nothing on tattoos.

Circumstances: Investigation revealed he was working in Houston, TX until he suddenly stopped showing up to work in January of 1980. He has not been seen since.
