Hector travelled to Galveston for the Mardi Gras and told his parents he would be staying there with friends.
A family member said she saw Hector at a party at the apartment complex where "he lived" which I assume is in Houston?
5'7-5'8 and 150-160 pounds. Brown hair and hazel eyes.

I guess CODIS isn't as bullet-proof as I thought. It's still an amazing tool, but it has cracks. Luckily, Othram was on his case, so we didn't have this false rule-out for very long.

Possible there was another Hector Jose Garcia in the CODIS database and they ruled out his DNA instead?
