Not getting into the POI, they don't have one right now and anything is possible. They are narrowing everything right now. Posssible that Heidi left with baby on her own - possible something nefarious happened - doesn't sound like they know much, imo.

At this time, they have no reason to believe that Heidi and Margot have been harmed. They are looking for them in a SAR capacity. Their assumption is that they are alive.
