I'd guess it would mean a 'hit & run'.

IIRC cooperative. I think in an interview Israel's mother stated that he was struck at about 2 in the morning by a pretty young driver who stayed at the scene.

It's discussed in this interview. The driver was 22 and Israel's mother made contact with him after her son was identified.
