It sounds like an unprecedented event. I don't think there's any particular reason to think the camps were in an unsafe location.

Some may think they are safe....
Until
they aren't.

Water is a Force of Nature.

During flash foods
even a calm stream can change into a raging river.

And even one "unprecedented event"
(quoting OP)
is one too many, because people die.

Better safe than sorry.

This must be absolutely terrifying for the parents! ...waiting to find out if your child is alive after they were supposedly having a fun time at camp. Of course I worry about other people caught up in the floods as well

It will be difficult to sleep tonight and I don't even know any of these people. I wish I could reach out and hug the victims and their families.

This is horrifying. I was in San Antonio a few weeks ago for a work event when it was hit with flash floods. It rained like crazy and seems like the area is quite unsuited for that much water. I was the few lucky ones in our group whose plane wasn't delayed. Some were stranded at the airport for over 16 hours.

The same thing happened in 1987, during which 10 teens at a church camp along the same river drowned. I think they were trying to escape in a bus. Kerr County Judge Rob Kelly said at the news conference on Friday that the area doesn’t “have a warning system” and also that they “didn’t know the flood was coming.” Why, in so many decades, have they not added a warning system? <modsnip: political> I hope the girls are found and that there is no more loss of life. Devastating!

There was a movie made about this event in 1993, called "The Flood: Who will save the children?". It was a long time ago that I watched it, but I recall many children climbed up into trees and were eventually rescued by helicopters.

Not sure if anyone caught the Live pressor that just ended. Officals faced some tough questions from reporters. A lot of criticism being aimed at Local & State Officials for failing to act.

Officials repeatedly said the forecasts did not accurately predict the amount or intensity of rainfall that occurred.
