I can't get past the weather part to even consider that he walked away. It didn't even snow that badly in the part of TX I am in, but as an adult I had to have on full protective gear to go outside! I had never been that cold in my life, and on that day Feb 4, they cancelled school in a lot of places because of the ice and snow. So I just don't see it...
I did some searches on Google trying to find other cases of lost kids being found (hopefully alive!)
I came across lots of examples of tiny kids wandering out into very cold, dark environments. The was one very sad story of a boy in Minnesota sneaking out at night, then being found frozen in a snowdrift. I have also witness my nieces and nephews going outside with no shoes on when it was cold and wet outside. It didn't seem to be an issue for them. We had to explain to them why they should have shoes and jackets on, while they whined, "but we're not cold!"
I wouldn't use the weather as a reason to not believe he might have ventured out into the cold. Apparently it's happened a bunch.
