Yes. But really, the governor's hands are tied, separation of powers. They are judicial branch, he is executive branch. If they are indeed charged, it would go through the judicial process. Then, if he disagrees with the outcome, he can use his "Executive Power" to override the judicial outcome.

DA's and prosecutors are under the executive branch, not judicial.

It seems highly unlikely that any charges will be filed, JMO. It sounds like it's just a formality in this case. There were many witnesses and videos ctims, unprovoked attack and a clear threat to the officers and the general public. The concern over a routine inquiry seems unwarranted.
