The twins are 5-months, so were probably born in October 2022 (or late September.) Noel was last confirmed to have been seen in November 2022.

The part about "been seen" is still too vague for my detailed mind. There is way to many questions now. Just observations given the dynamics at play.

How police could extradite missing Texas boy’s parents from India if criminal charges filed

If police determined that the mother or stepfather of Noel Rodriguez-Alvarez committed a criminal offense against Noel, they could issue a warrant and begin the extradition process.

In order for a crime to be considered extraditable under the treaty between the United States and India, the charges have to be severe enough to warrant punishment for at least one year, no matter if the law or one similar exists in India or if that law is considered as severe there.

If that is met, Everman police, or any agency wanting to extradite a suspect from India, would have to work with federal authorities to submit an extradition request through diplomatic channels, by the terms of the treaty.

India would require the U.S. to provide evidence, statements, documents, a copy of the warrant, “and such information as would justify the committal for trial of the person in the requested state,” according to the website for the Indian Embassy in Washington, D.C.

Indian authorities would review those documents and decide whether to approve or decline the extradition request. In “cases of urgency,” American authorities can request a provisional arrest while the extradition is being processed.

Authorities are still searching for Noel Rodriguez-Alverez. Police said they plan to try to extradite his mother and stepfather, who fled to India.

Everman police held a press conference Friday afternoon to give the latest updates on the search for missing 6-year-old Noel Rodriguez-Alverez.

Noel’s mother and stepfather flew from Dallas-Fort Worth to India with six other children last week, two days before an Amber Alert was issued for Noel.

Noel has still not been found, but his mother and stepfather are now facing a felony charge of abandonment and endangerment of a child, police said Friday. A warrant was issued Friday and authorities are working to extradite the couple from India back to the U.S.

Police dug up part of a concrete patio on the property where the family lived on Wisteria Drive, but that search did not find anything, they said.

Police said they dug into the patio because they detected an “anomaly” in the concrete. They said they have not found any evidence to indicate that Noel is dead.

Police had planned to share video of the press conference on YouTube but the video wasn’t streaming.

How is it possible that these two pulled together the air fare for two adults and six kids? It's a lot of money, even if the twins were sitting on the laps of the adults and didn't require separate seats.

I'm heartbroken for this little boy. That the mother fled with the kids and new husband to another country makes me think the worst.

And it's hard to imagine a special needs child being raised in the environment of that small cluttered shed. It didn't look like it had a functional bathroom or kitchen, but at least there was AC.

EVERMAN, Texas - Everman police said tips are still coming in for the disappearance of 6-year-old Noel Rodriguez-Alvarez, who has not been seen since November 2022.

Police continue to say they've found no evidence that Rodriguez-Alvarez is not alive.

He said a freshly poured concrete porch at the residence, paid for by Rodriguez-Singh, had become a focus.

Investigators, with a search warrant, drilled through and beneath that concrete slab Thursday night using special sonar technology equipment.

The chief said, though suspicious, there was no discovery that would lead them to Rodriguez-Alvarez.

"Ultimately our teams, did not locate any evidence as a result of that dig that would lead us to finding Noel. We have obtained arrest warrants for Cindy Rodriguez-Singh and Arsnu Singh for abandoning or endangering a child, which is a second-degree felony in the state of Texas," Everman Police Chief Craig Spencer said. "We are in the process of working with our federal partners and locating these fugitives."

• The family was staying in the shed but also used a couple of rooms inside the main house.
• The concrete patio was paid for by Cindy, despite her not owning the property,
• The patio behind CP's home was poured about a month ago which was after the last time he saw Noel. Cindy also told CP that Noel was staying with relatives in Mexico.
• Living conditions inside the shed were part of the reason LE obtained the endangerment warrant.
• Cindy was sentenced to 10 years of probation in 2020 on a repeat offense of driving while intoxicated.

As a retired archaeologist, I'm thrilled looking at these photos! So much methodical precision and care in how they are approaching this. Usually you see a backhoe or people flailing away with shovels.
They've set up a unit and are removing dirt carefully with trowels. This way, it's instantly apparent if there is disturbed soil.
