:facepalm:You clearly have no idea what "police state" means. Hint: it has nothing to do with gang shootings.

police state
noun
1.
a nation in which the police, especially a secret police, summarily suppresses any social, economic, or political act that conflicts with governmental policy.

http://dictionary.reference.com/browse/police+state

What do you mean it has nothing to do with gang shootings? Certainly heavy violence which takes down 53 people, many of them innocent passersby, is NOT government policy.

Wouldn't a police state suppress urban violence since it conflicts with governmental policy?

TOXICOLOGY LITIGATION SUPPORT

Marijuana

On the surface, there are at least two questions that are posed when dealing with the issue of marijuana exposure. The first relates to whether or not a person has smoked marijuana, and the second relates to whether or not that person was impaired at a specific point in time. Screening tests on urine can provide information to past exposure, but these tests do not necessarily differentiate between exposure to second hand smoke and actually smoking marijuana. Quantification of marijuana, delta-9-tetrahydrocannabinol (THC), and its major metabolite, 11-nor-9-carboxy-delta-9-tetrahydrocannabinol (THC-COOH), using GC/MS (gas chromatography/mass spectroscopy) is critical to understanding the extent of exposure and the nature of the species being examined. This leads into answering the second question involving possible impairment. Impairment from smoking marijuana is short lived, but metabolites of marijuana (THC-COOH) remain in the body and are excreted over several days. The principal metabolite, tetrahydrocanabinol carboxylic acid (THC-COOH), however, is not psychoactive; consequently, it is not thought to cause behavioral impairment. A finding of THC-COOH in the urine, does reflect past use of marijuana, but that use may have been several days prior to the taking of the urine sample. In chronic marijuana users, the elimination half-life of this metabolite could be as long as 40 hours; whereas, in infrequent users it averages 33 hours. Dr. Parent has participated in several marijuana cases and has accumulated a significant database. Selected references are provided below. http://www.consultox.com/toxicology-marijuana.shtml

Sandra Bland's levels were way high, to have been in jail since Friday evening...at time of autopsy on Tuesday, if I am understanding this even just a little bit.

norcarboxytetrabyhdrocannabinol 120 27 ug/l
delta-9-tetrabydrocannabinol 18 4 ug/L

Interpretation of Blood Concentrations: It is difficult to establish a relationship between a person's THC blood or plasma concentration and performance impairing effects. Concentrations of parent drug and metabolite are very dependent on pattern of use as well as dose. THC concentrations typically peak during the act of smoking, while peak 11-OH THC concentrations occur approximately 9-23 minutes after the start of smoking. Concentrations of both analytes decline rapidly and are often < 5 ng/mL at 3 hours. Significant THC concentrations (7 to 18 ng/mL) are noted following even a single puff or hit of a marijuana cigarette. Peak plasma THC concentrations ranged from 46-188 ng/mL in 6 subjects after they smoked 8.8 mg THC over 10 minutes. Chronic users can have mean plasma levels of THC-COOH of 45 ng/mL, 12 hours after use; corresponding THC levels are, however, less than 1 ng/mL. Following oral administration, THC concentrations peak at 1-3 hours and are lower than after smoking. Dronabinol and THC-COOH are present in equal concentrations in plasma and concentrations peak at approximately 2-4 hours after dosing.

It is inadvisable to try and predict effects based on blood THC concentrations alone, and currently impossible to predict specific effects based on THC-COOH concentrations. It is possible for a person to be affected by marijuana use with concentrations of THC in their blood below the limit of detection of the method. Mathematical models have been developed to estimate the time of marijuana exposure within a 95% confidence interval. Knowing the elapsed time from marijuana exposure can then be used to predict impairment in concurrent cognitive and psychomotor effects based on data in the published literature. http://www.nhtsa.gov/people/injury/research/job185drugs/cannabis.htm

This research seems to be primarily about smoking THC. I wonder how different the results are with edibles. That is how most people travel with pot these days. Very easy to conceal and to ingest. It can literally be in any kind of food or drink. And at much higher concentrations than smoking it.

I think she ate a couple of cookies or brownies in the 9 minutes the cop was running her paperwork. That would give her plenty of time and would make sense why she wouldn't look at him. JMO

And I think her THC would still be very hig 3 days later if she ate a big dose.

No, that has nothing do with it. It's just what the definition I gave you says. A nation in which the police, summarily suppresses any social, economic, or political act that conflicts with governmental policy.

An example would be the War on Drugs, and the way they lock people up for it, because they conflicts with governmental policy. The way the police crack down on protesters and violate their rights, is another. Read the report on the Investigation of the Ferguson Police Department for more examples.

For some reason Sandra had a 500 pound chip on her shoulder that day. At first he was very cordial with her and respectful then things changed and the one who became irate first was Sandra. (Actually not true at all and it can all be vividly watched in the video. Anyone with basic training in body language can watch that video and see that HE is the aggressor. I don't know this woman from Adam, I'm not related, I have absolutely no reason to stick up for her except she was bullied this day. Aside from the end result of her death, which I simply do not know how that happened, I have a clear video with audio to watch and I know what I see. This whole thing is disgusting.)

Answers have been highlighted in blue by me due to the length of the original post.
Respectfully snipped, and the portion I am referencing I underlined.

We can only see Trooper BE from the dash cam until the point Sandra Bland decided to get out of her car. So we can not fully judge on body language for the full video. We don't know what her body language was. There was some reason that led Trooper BE to ask her what was wrong at the initial contact. I don't get the impression it was a positive form of body language to have asked whats wrong. JMHO

I am not sure, that info was in regards to blood concentration, which I was reading on because the specimen was from blood, per the tox report. The article I got the Tox report from said they were doing further testing. But to be in her blood, it would have had to have gotten into her system prior to death to metabolized correct? http://trailblazersblog.dallasnews....eleases-sandra-blands-toxicology-report.html/

RSBM

And it's actions like Encinia's and the people paid to provide her with safe custody that lead to costly investigations, huge lawsuits, job dismissals, and even more distrust of Law Enforcement officers by the public at large.

All things considered, I really don't understand how people think that her being uncivil to a LEO is more consequential that what he did -- but maybe it's just me...I really find victim blaming to be disgusting and shameful.

Not all see her as a victim. I do not. Everything that happened to her was self-inflicted and lacking common sense. Her demeanor that day was a product of a generally nasty outlook on life and possibly a lot of drug use. Based on her driving record, she was an extremely irresponsible person and not someone who belonged on the roads. Fortunately, as far as we know, nobody was victimized as a result.

Experts: Sandra Bland's toxicology report raises possibility she used marijuana in jail
July 28, 2015

HEMPSTEAD, Texas – An initial toxicology report for Sandra Bland, who died in a Texas jail cell three days after her arrest during a traffic stop, raises the possibility that she may have used marijuana while in custody, two experts said.

The amount of THC, one of the active components of marijuana, in Bland's system was 18 micrograms per liter, according to the report released Monday. That's more than three times the legal limit for drivers in Colorado and Washington, states that permit the recreational use of marijuana.

"I don't think it's possible to rule out the possibility of use while in jail," said University of Florida toxicology professor Bruce Goldberger, who reviewed the report for The Associated Press. Bland was impaired by marijuana at the time of her death, Goldberger said.

Robert Johnson, chief toxicologist at the Tarrant County medical examiner's office in Fort Worth, Texas, told the AP that a THC level as high as Bland's suggests she "either had access to the drug in jail or she was a consistent user of the drug and her body had accumulated THC to the point that it was slowly releasing it over time."

But, Johnson added, "I have never seen a report in the literature or from any other source of residual THC that high three days after someone stops using the drug."

Goldberger, who is also the president of the American Board of Forensic Toxicology, said Bland had a "remarkably high concentration" of THC for someone who had been in jail for three days.

He noted that while chronic users who stop using the drug will have higher concentrations than non- chronic users, "the concentrations do not persist at this level, at least in my opinion." He defined chronic as someone who uses cannabis daily, sometimes repeatedly.

Cop: You seem very irritated.

SB: I am. I really am because I feel like what I’m getting a ticket for, I was getting out of your way. You were speeding up, tailing me, so I move over, and you stop me. So, yeah, I am a little irritated, but that doesn’t stop you from giving me a ticket.

Cop: Are you done?

SB: You asked me what was wrong and I told you. So now I’m done, yeah.

Cop: Ok. You mind putting out your cigarette, please?

SB: I’m in my car. Why do I have to put out my cigarette?

Cop: Well you can step on out now.

SB: I don’t have to step out of my car.

Cop: Step out of the car. [Cop opens the car door] Step out.

SB: No, you don’t have the right-

Cop: Step out of the car!

SB: You do not have the right to do that.

Cop: I do have the right. Now, step out or I will remove you.

SB: I refuse to talk to you other than to identify myself-

Cop: Step out or I will remove you.

SB: I am getting removed for a failure to-

Cop: Step out or I will remove you. I’m giving you a lawful order. Get out of the car now or I’m gonna remove you.

Cop: Get out of the car!

SB: Don’t touch me! I’m not under arrest. You don’t have the right to-

Cop: You ARE under arrest.

SB: I’m under arrest for what? For what? For what?

Cop: Get out of the car. Get out of the car! Now!

SB: Why am I being apprehended? Because you’re trying to give me a ticket for a failure-

Cop: I said get out of the car.

SB: Why am I being apprehended? You opened my car door-

Cop: I am gonna drag you outta here.

SB: So you’re threatening to drag me out of my own car?

Cop: Get out of the car!!

SB: And then you-

Cop: [Cop points his taser at her.] I will light you up!!

SB: Wow.

Cop: NOW!!

SB: Wow. [Sandra steps out of the car.]

Cop: Get out of the car!

SB: For a failure to signal, you’re doing all this. You’re doing all this for a failure to signal.

Cop: Get over there. [Cop points her over to the sidewalk, while pointing his taser at her.]

SB: Right. Yeah. Let’s take this to court. [Sandra continues to walk toward the sidewalk.] Let’s do this for a failure to signal. Yep, for a failure to signal. [Sandra is led out of the view of the dashcam video.]

Cop: Get off the phone.

SB: I’m not on the phone. I have a right to record-

Cop: Put your phone down.

SB: This is my property.

Cop: Put your phone down.

SB: Sir?

Cop: Put your phone down. Right now! Put your phone down.

SB: [Sandra puts her phone down on the trunk of her car.] For a ****ing failure to signal, my goodness.

Cop: Come over here!

SB: Y’all are interesting. You feelin’ good about this whole thing?

Cop: Stand right here.

SB: You feelin’ good about yourself? For my failure to signal, you feel real good about yourself, don’t you?

Cop: Turn around.

SB: You feel good about yourself, don’t you?

Cop: Turn around. Turn around now. Put your hands-

SB: Why am I being arrested?

Cop: I’m giving you a lawful order. I will tell you-

SB: Why am I being arrested? Why can’t you tell me that part?

Cop: I’m giving you a lawful order. Turn around.

SB: Why will you not tell me what’s going on?

Cop: You are not compliant.

SB: I’m not compliant ‘cause you just pulled me outta my car.

Cop: Turn around!!

SB: You asked me what was wrong!

Cop: Do you have anything in your purse that’s illegal?

SB: Do I look like I have anything on me? This a ****in’ maxi dress!

Cop: Roll over.

SB: I can’t even ****in’ feel my arm!

Cop: Tuck your knee in.

SB: I can’t-

Cop: Listen, listen, you’re gonna sit up on your butt.

But to be in her blood, it would have had to have gotten into her system prior to death to metabolized correct? http://trailblazersblog.dallasnews....eleases-sandra-blands-toxicology-report.html/

It seems there is a difference in how much THC gets into the blood with edibles as opposed to inhalation:

And what you already have in your system matters more with edible marijuana – whether you’ve eaten recently or not, or have other meds in your body can also affect how the active ingredient, THC, is metabolized. These variables can change “the amount in the blood five-fold,” says Franson. “The THC will compete for metabolism in the liver with other drugs. Things that are inhaled can go directly to the brain and not have these interactions. So even confident users can get surprised with an edible.”
http://www.forbes.com/sites/alicegw...ing-marijuana-really-riskier-than-smoking-it/

http://www.thedailybeast.com/articl...dible-marijuana-is-stronger-than-smoking.html

“In a nutshell, eaten cannabis gets metabolized by the liver, so delta-9 THC becomes 11-hydroxy-THC, which passes the blood-brain barrier more rapidly and has more of a psychedelic effect than standard THC,” says Understanding Marijuana author Mitch Earleywine, a professor of psychology at the State University of New York at Albany. “Smoked or vaporized cannabis bypasses the liver and doesn’t create the same 11-hydroxy-THC.”

The key difference is in how it’s metabolized, says Ware. “Anything going through the stomach goes through the liver first,” before it gets into the blood, he explains, a process called first-pass metabolism. Cannabis absorbed through the lungs goes straight to the brain, but is only metabolized by the liver on the second pass. When the liver metabolizes delta-9 THC to 11-hydroxy THC, users feel the “combined effect of the two.”

Another sister, Shante Needham, said her sibling called her from jail the Saturday before the death was reported.

Needham said her sister told her that a trooper had held her down with his knee on her back before her arrest and that she thought she had fractured her arm.

"She was very aggravated," Needham said. "She seemed to be in pain."

Holding back tears, Needham added: "I told her I would work on getting her out."

Lambert said the family was securing the 10% of Bland's $5,000 bail for her release.

"We don't understand this," the lawyer said of her death. "It doesn't make sense."

Cooper said she can't believe her sister took her own life.

"To know Sandy was to love her," she said. "She was someone who was extremely spontaneous, spunky, outgoing, truly filled with life and joy. So when you think through the circumstances shared with us through this point, this is unimaginable."

Mathis, the prosecutor, said: "Ms. Bland's family does make valid points that she did have a lot of things going on in her life that were good."

But investigators were examining online videos posted by Bland in March in which she talked about battling depression and post-traumatic stress disorder, according to Mathis.

Cooper said that her sister hadn't been diagnosed with either depression or PTSD and that her video message was intended to be inspirational to people feeling the same way.
