I don't know anything about this kind of operation, but I don't think that smoke was anything specific, or else it would have affected the officers nearby. I think they just brought out the two most massive vehicles they had to make sure his car couldn't move no matter what.

Rolled right up to the driver's side window for a little bit, then rolled off. Maybe they brought him a Big Mac or something?

I feel like there must be something else going on--it seems like he must have some threat other than shooting himself? I don't know, I don't usually watch this kind of thing.
