Yes, except quite deliberate and systematic, as has been pointed out. Not walking aimlessly, going back to place they were before, or reacting like: pulling on door, door doesn't open, rattles door, walks away, goes back, pulls out various tools, drops one on the floor, pulls again on door, tries tool wrong way, pulls on door, etc etc, which IMO would be the behaviour of an addled brain.
Such odd behavior. The way the tools are handled is like the individual is not familiar with how to use them. They just seem to fumble around. The glass is broken, but it seems to be done in a non-chalant manner.
It also seems strange someone would choose to wear SWAT like gear with sweat pants (based on the observation noted below). I get the impression they were only willing to go so far with looking the part. If they truly wanted to appear like LE, they would have worn different pants. Different pants though may have taken the perp too far out of comfort zone (physical and mental) to come off so casual.
After watching a loop of the video, Bevers said it didn't appear to him that the person in the video was wearing "tactical gear," but rather a "shoddy" outfit made up of motorcycle boots, a generic police jacket, "flimsy sweatpants" and a helmet of some kind.
