Is this the guy that almost killed a sunbather on the ground when he impacted? Landed like a meter away?

I believe so...but sadly I don’t think this is a rare occurrence...or wasn’t pre-Covid...

It's not rare, it definitely happens every year or so. I saw this story about a week ago, a photographer accidentally snapped a picture of a British kid falling out of a plane: This Boy Fell Out Of A Plane In 1970 — And A Photographer Accidentally Captured It

I read about the OP's guy after seeing this one. Big wiki page about these people falling from planes.

UK, Body of man who fell from plane found in a London garden, 1 July 2019 *ID’d as Paul Manyasi*

According to Wikipedia the identification of this gentleman as Paul Manyasi is INCORRECT.

It came to light that a family were paid by a newspaper for the story that the deceased man was their son.

However this was not true, in fact their son has a completely different name & is alive but in jail in Kenya.

Sky news retracted their story on 22/11/2019.

Sky News correction
