As a pragmatic and ultimately cost saving measure. I get it. Chucking them some change to get on a flight willingly is a lot less expensive than the logistics and personal needed to force them on or to abort and reschedule flights when they make it too dangerous to fly. Especially if you have (hopefully) multiple people being deported per flight.
As a matter of optics and politics, it's absolutely horrendous.
