The Clifton Suspension Bridge is traditionally a suicide hotspot, but there are now significant barriers, free phones to the Samaritans and other safety measures. It is also a busy bridge, so the chances of being seen are very high.
The reports are that he was found in the gorge beneath the Clifton Observatory. This means he must have gone over the edge at this point Google Maps or somwhere very nearby.
However, the cliffs aren't quite as steep as they look from the bottom - and he was probably more familiar with the view from the bottom than the top, owing to the busy Portway road running along it. This would explain why he was found partway down and not at the bottom; it's simply not a sheer drop. Google Maps
As you can see on the photos, there's a fence of the type that would be hard to trip over and easy to climb over.

Sadly it's along the same stretch of cliff where Charlotte Bevan and her newborn baby were found dead a few years ago.
