The crossed pistols, VOC, and palm tree feel very southern United States to me. The Star of David is a bit more unexpected.

yes when I was in UK, every person thought I was American (I'm Canadian)
all the posts about our (lack of) accent are true

I know parts of the US that I'd associate with that sort of person have a large Jewish population, so it isn't entirely out of left field.

There’s a 2017 post on the subreddit r/TrueOffMyChest in which the poster (a now-deleted user account) is complaining about a boyfriend getting the East India Company logo tattooed on his forearm or wrist area. Spelling is British/Commonwealth English.

My current thought about the VOC tattoo specifically is that he has Dutch ancestry. I just can't think of any other reason why someone would tattoo the logo of a long-defunct company on themselves besides maybe VOC being his initials.

There must be something mildly trendy about the VOC logo because it’s on Redbubble. "Dutch East India Company Logo" Sticker by PZAndrews | Redbubble

Never heard of Redbubble but reading yesterday more on the VOC company it seems they were pretty big deal. They were the biggest, powerful and known worldwide, which is a lot to say in 17th century. They were first one ever to be listed issuing stocks and bonds. Also most of the countries where they traded became colonized by them and I was not aware but also thanks to them Holland has so many colonies.

Also VOC logo was first ever logo made in the world...

When checking tattoos quite a few people have had VOC ship tattooed (for some reason) but I have not found anyone yet having VOC logo done.

Same here, I only pick it up if they say a word that rhymes with "out".

The photo. Does it look like someone possibly unclothed between train seats? Just thinking, maybe they had cctv and someone analysed his voice but Mr HKP tells me it doesnt always have sound (due to the amount of noise in the carriage).

I always wondered about the weird angle of the photo and now that you mention it, yes, it does look like it is trains seats that blocking the full face view.

But than I never saw CCTV being positioned between/behind the train seats in this angle. I wonder if other passenger took this photo and the reason why police showed up later on and also have this photo ...

Until now I assumed that he just did not pay the fare.

Anyway, other things to explore - name - William Fraser (or Frazer) and also his red bracelet with black beads. It is visible on his left arm in some photos.

I have Canadian relatives and I always listen carefully. It's the aboot that normally gives you away :)

oh absolutely, super important company. Also associated with the myth of the Flying Dutchman ship, but Pirates of the Caribbean used a different logo for that. Originally I thought he might be a POC fan.

It’s a cool logo but I can’t think of a really great reason you would want it as a tattoo. But tattoos are personal of course.

Why it's difficult to tell a Canadian accent from a Californian one
''It's not that the Californian and Canadian accents are identical. In words such as night and house you may hear a difference (though the common idea among Americans that Canadians say "oot" for out is false — actually the out vowel is just a little higher in the mouth than the American version). But there are a lot of points of commonality.

Let's start with the words cot and caught. Depending on where you're from, you might say these words differently — maybe even very differently — or you might say them exactly the same. If you're from California or Canada, you'll say them the same: The distinction between the two vowel sounds has disappeared, and they've merged somewhere between the two. Some linguists think this is what is causing some of the other commonalities between the two accents — because a lot of unused space has opened in the mouth, other vowels spread out to allow for more distinction between them.

For one thing, the vowel in a word such as hat is farther back in the mouth in Canada and California. This is completely different from what you'll hear in places like Buffalo and Detroit. In fact, the way Californians and Canadians say hat is almost exactly the same as the way people from the big Great Lakes cities say hot.

On the other hand, before some letters such as n the sound Canadians and Californians make is actually higher: A word such as and will sound almost more like "end" — actually in the same direction as the "eeand" sound that you'll hear in Buffalo.

With the sound of words like bat being farther back, words like bet and test have moved closer to where bat would have been. If you're not from California or Canada, the Cali/Can bet can sound to you like "bat" and test like "tast." This is especially true among younger speakers — this trend in pronunciation is getting more pronounced (sorry). Meanwhile, in Buffalo and Detroit, the same two words will be closer to "but" and "tust."

Sorry, now that is a word strongly associated with Canadians !
There Are Laws About Saying "Sorry" In Canada In Three Provinces
2009
''You know that we often say sorry in Canada for no real reason, so much so, a few provinces made up laws to cover our Canadian butts.

“Excuse me sir”…”Sorry”…sound familiar? A regular example of apologizing that is unnecessary.

In Ontario the Apology Act was passed in 2009. Usually when you apologize you’re guilty of something. BUT, because we use it so liberally here they passed this to protect us from ourselves. The act was introduced to make it that in Ontario law, an apology was not to be considered an admission of guilt.

When was the last time you said “sorry” just because you are a polite Canadian?''

as a Canadian I agree with the other posters that we shouldn't reserve our search to only Canadians, considering the 'accent' is so nonspecific. And it was never mentioned if by 'canadian' they meant like a 'classic' AB/SK aboot accent or a maritime accent or?? I definitely think that people who live in the US, especially the western states, can have an accent that sounds like us up north.
Regardless I looked around at missing persons in Canada and couldn't find anyone who looked like this guy. I also looked on facebook for guys named 'William Fraser/Frasier/Frazer' as FB shows me all the fellow Canadians first but couldn't find any good enough matches (plus eventually I started to feel a bit creepy...).

I wonder where they got the name from? Also thinking it could be reversed, i.e. Fraser Williams.

top hairline is different

I think it might not be that different. I have a feeling that the quality/angle of the photo + hair growth might be doing the hairline some favors in the UID’s photo.

pls excuse my basic photoshopping skills- hopefully it’ll at least illustrate my point.

The 2 black lines usually represents mourning a deceased loved one, ie in keeping with a Jewish custom, imo, speculation.

Black Armband Tattoo Meaning - Best Tattoo Ideas
Death & Mourning - Beth Sholom Synagogue
''The black ribbon had its beginnings with the usage of a black armband in non-Jewish funeral services. For ease of use, a ribbon took its place. K'riah, on the other hand, can be fulfilled with the tearing of a garment. Traditionally, it was performed on a jacket, coat or sweater. Today, many people opt to use a tie or scarf. It is this symbol that you will bear for the length of your Shiva. It is a symbol of loss, and permanent scarring to your life at the loss of one so dear to you''.

There is a possibility he won't be on a missing person list yet if he is travelling and doesn't check- in often

That is the part that is extra sad, to think he may have loved ones who have no idea what happened and think "William" is just too busy having fun.
Also sad would be if the two lined tattoo did in fact turn out to represent the loss of loved ones and those two are his parents.
Thinking it might be helpful if LE posted this case on a Jewish international news site.
All speculation, imo.
