He's a high risk to what? Himself? Others? He has a high risk medical condition?

I wish they'd be a bit more precise.

Seems strange to drive part of the journey and then bus the rest? I notice it suggests he might be sleeping rough, again seems a strange thing to do when he has a car that can atleast provide shelter from the elements and idiots regardless of anything going on where he typically lives. A 17 reg Land Rover to boot which would probably be relatively comfortable to sleep in, they are not cheap vehicles either!

If it was to others they'd probably tag on something advising not to approach.

Could be tactical on his part. He may have realised they'll be looking for his car and decided that there's less chance of being traced on public transport.

There is a post here on the Cleveland Police appeal that he seems to have been safely located on or around September 15.
