LE is often very closed-mouthed about their investigations. Actually, not just often...always. Every police agency I've ever seen is tightlipped about their cases, though I will say the UTPD was particularly so, with no press conferences. They obviously were very busy.

Please never assume that while investigating a homicide and keeping their mouths shut (especially a homicide of a child) that LE has forgotten a case or is not giving the case priority, because they aren't talking about it. A homicide is their #1 priority, especially when the perp is still on the loose. They can't put everyone on one case as they still need to attend to other cases and community needs, but rest assured, LE is "on" it even if you can't see it.

To whom was this directed? Who do you believe was 'assuming'?

Is the description of horror. As gratified as I am that he's been caught, he has a long history with LE and our court system.
He was allowed to walk away from his crimes, repeatedly,
Who are these Judges, and What is so wrong. With our laws, that these creeps are allowed to be in our communities???
IMO. This man should have been Monitered by Tucking. Somebody

F is the word. Our court system is failing us. Our Judges are failing all of us.

This child and dozens of other children should not. Be Read-only Because of judges who give a free pass to violent Criminals.

If, this was my daughter. I would Sue everyone who let this dangerous felon back on the streets.

Judges, Attornies,Anyone. Who put this Sicko back on the streets.

What were his prior crimes? I saw some listed as drunkenness and arrested for DUI and a couple other intoxication crimes. Anything else he was charged/convicted for that indicated he was a violent offender?

LE did an INCREDIBLE job! The thing that was alarming about this case was the total lack of any information following the original statements. LE said they had a video and that this was an isolated incident - no panic. And then, NOTHING at all. Maybe I was being overly involved because Sierra lived so close to us. But I was having trouble with day after day of NO NEWS at all. Even a daily story simply stating there was nothing new to report would have been easier to understand than NOTHING AT ALL. I feared that it was not being given appropriate high priority when I attended local events and saw 8 to 10 officers manning the entry gates and so on. It just didn't make sense to me.

I can't imagine what you felt like, living close to this young girl, and working with this. These types of cases are particularly difficult to work on. You have my utmost sympathy.
I wondered about the dog because I believe a dog would probably help in situations like this. Now, since this computer seems to not want to allow me the use of it, I have to go.

Here's what I've seen of his prior record:

He was placed on probation under the supervision of the Utah Department of Corrections from 1991 to 1993 for a conviction of assault on a police officer.

On July 6, 1991, an intoxicated 19-year-old Black broke out all the windows of a home in Richfield, according to Richfield police. The responding officer found Black hiding in the rafters of a nearby shed. While trying to take Black into custody, he was cut with a knife that Black was using to fight off police.
The officer, who now works for Unified Police, was not seriously injured.


Also in 1991, he paid a fine for disorderly conduct, according to court records. In October of that year, he pled guilty to felony drug distribution, court records state.


In 2006, Black pleaded guilty to attempted forgery and intoxication, according to court records. But as part of the plea deal, a lewdness charge was dismissed.

Just my curiousity here, please take no offense. It never occurred to you, did it, that the suspect was already in custody? It never occurred to me.

Never occurred to me that the suspect was in custody. There was NOTHING even mentioned in the paper or news - and that just seemed so strange when other cases are covered 24/7 with repetitive information. But, to be honest this case just caught my attention in a more personal way...don't know why.

I followed Sierra's case when I could. There's other cases that I check on too. Isabel Celis' disappearance has been silent since May. When you live in the same city it worries you. No news makes you want to just practically bite something like hmmm, the wall? It's frustrating especially if you know to check the jails & court records for charges and you see nothing...at least the guy was arrested out of his own stupidity.

This is just a horrible, sad ending for an adorable child. RIP Sierra.

Wow... I am watching Nancy from earlier today... and she just went off on a caller who asked if the Mom and Dad could be involved.
The caller felt it was weird that Sierra was found so quickly after Mom noticed her missing.

The caller obviously didn't know about Sierra's DNA being found on the suspect's man parts.
That lack of knowledge caused her to get Nancy's wrath... oops.

I wonder if this was the first time, or the first time he got caught? Like that man who raped that little girl in OK, he did not have a prior record for any sexual crimes either. To go from drunk/disorderly's to raping and murdering a 6 year old...well at least now they can set his DNA and check back.

This appears to be the first time, based on what's been published so far. His priors are listed above in one of my earlier posts. Disorderly conduct, intoxication, looks like nothing recently until this.

Many drunks are violent offenders. I know of one in particular who goes blank and assaults people in a way which could cause death. Drunks aren't exactly safe people by any measure.

I am familiar with the potential for violence of black out drunks as well and agree, not safe.

Absolutely. I have dealt with them...I just wonder if this was the first child he has ever hurt.

I completely agree. After conflicting remarks initially it was not clear whether this was internal to the family or involved an intruder. Clearly they knew very early on that an intruder broke into the house but no public pleas for people to report unusual activity or strange behavior. I would not expect the police to disclose that they had someone in custody but a few days passed between reviewing the tapes and seeing an intruder and connecting the dots with Black.
