possibly Alan Wade Wilmer SR? His 1988 Photo kind of matches up with his looks and drove a blue truck similar to the one described

Authorities are now asking for anyone who knew Alan Wade Wilmer Sr. to come forward to see if he's potentially linked to other slayings. Wilmer died in 2017, at age 63.

A. Wilmer was quite distinctive looking at 5ft5 and stocky. All witnesses describe the man seen talking to Alicia as 5ft 10/11. A. Wilmer’s truck and vanity plate were also very memorable, had they been at the scene I think witnesses would have recalled the vanity plate.

Although there were a number of descriptions of the vehicle driven by the man who abducted Alicia none of them matched Darrell D Rice’s blue Ford pickup.
The assault and attempted abduction that Rice was imprisoned for was chaotic and unsuccessful, whoever abducted Alicia seemed a lot more organised, methodical and on first impressions probably very charming.

30 years later, state police still hopeful for break in '29 Stalker' murder

After three decades and the scrutiny of more than 10,000 leads, Virginia State Police say they are still hopeful investigators will solve the murder of Alicia Showalter Reynolds and the case of the "Route 29 Stalker."

Now that the Parkway murders and the Appalachian Trail murders have been solved, only the Route 29 murders remain of the 1990’s Virginia murders that are still unsolved. Since there is no DNA or other biological evidence available, the odds don’t look good.
