Many of your questions may be answered from the 13newsnow (11pm Thursday, February 1) broadcast of "Who is Eric Brown".

I've done some research and can help you with one thing. The place in Chesapeake where Eric stayed as a guest is a house not an apartment.

My recommendation concerning this topic is to wait until we view the
13newsnow broadcast. After that, we'll be more prepared discuss things.

I'm not local. If someone has a link once it has aired, I would be most appreciative. Thanks.

If you're at the 13newsnow website at 11pm EST, something might appear to click on that says something like 'WATCH NOW'. I'm not very sure about this. Otherwise, there should be a link later.

[h=1]Who is Eric Brown? Family that opened home to accused killer sheds light on past[/h]
CHESAPEAKE, Va. (WVEC) -- A family that once opened its home to a former sailor accused of killing a 19-year-old culinary arts student is changed forever.

Nikia Moree, her parents, and her siblings have known Eric Brown since the 1990s when Moree's mother worked at a collections agency where Brown was employed as a security guard.
Moree recounted the time that she and her family came to know Brown in the 1990s when he worked with her mother at the collections agency.

"My mom was kinda like the Big Mama to everyone there in that place. They all did security there, and she was kinda the mother figure, especially to him," said Moree.

In 2016, years after Moree's mother worked with Brown, the family allowed the Navy veteran to move into its home in Chesapeake after finding out Brown was homeless.

Moree described her mother as a kind-hearted person who liked to pick up "strays" -- people who were disconnected from their own relatives. Moree said Brown, who was from Charlotte, rarely spoke of his family members, including his twin brother.
Moree told 13News Now Brown was smart and helpful. If there was a home improvement project at the house, he eagerly offered his assistance. The retired information systems technician also used his Navy know-how to help the family organize its taxi business. He attended church with the family on Sundays.
When her parents weren't around, however, Moree noticed what she calls weird behavior by Brown. She said he was obsessed with the nutritional value of food, adopted various conspiracy theories about the government, and frequented nearby hotels where he would meet so-called "dates." She said he once posed a crude sexual question to her.

[h=1]Bill That Would Create Alert for Missing Adults Progressing[/h]
A bill that would create alerts for adults who are too old for Amber alerts but not old enough for Silver alerts is progressing through the Virginia General Assembly, WAVY-TV 10 reports.
The legislation is unofficially named after Ashanti Billie, a Prince George's County, Maryland, woman who police say was kidnapped from a naval base in Virginia and later found dead in North Carolina.
The "Ashanti Alert" bill is expected to go before the appropriations committee Thursday morning, according to WAVY.

Congressman Scott Taylor has introduced a federal bill that would create an alert for missing, endangered adults. It would be known as the “Ashanti Alert.”

It’s named after Ashanti Billie, the 19-year old Prince George’s County teen who was abducted and killed last fall. Billie had just moved to Norfolk to attend culinary school. She was taken from JEB Little Creek and killed. Eric Brian Brown, a Navy Veteran is charged with her death.

Bill introduced for Virginia teen found slain behind Charlotte church

CHARLOTTE, N.C. - Ashanti Billie’s family is helping push for a change.

Several months after the Virginia teenager’s body was found behind at East Stonewall AME Zion church in Charlotte, a congressman introduced a bill to establish a nationwide “Ashanti Alert,” which is similar to an “Amber Alert,” but for adults who are missing and may be in danger.

Ashanti was found dead behind the church in September, 11 days after she disappeared.

Her family came to Charlotte this weekend for the first time since she was found.

The church held an emotional service as the pastor and Charlotte Mecklenburg police Chief Kerr Putney stood alongside Ashanti’s parents.

=-=-=-=-= ASHANTI BILLIE TREE PLANTING =-=-=-=-=

Here are two more links to different news sources about the 'tree planting' story. I don't like repeating news, however, it seems appropriate here because this is a positive and touching story. Each article and video is slightly different.

----------

CHARLOTTE, N.C. (FOX 46 WJZY) - Emotions pouring from the parents of Ashanti Billie Sunday morning at East Stonewall AME.

The two making their first trip to Charlotte since their daughters body was found behind the church last September.

"I honestly say I felt the presence of my daughter so coming here was not a mistake and was what was needed and what she wanted," said her father, Meltony Billie.

"This is a healing point for me and we had to come here because this is the last place she was found, said her mother," Brandy Billie.

CMPD Chief Kerr Putney among those in attendance to see the church dedicate part of the service to the Billie's by planting a tree in their prayer garden.

While the family works with state and federal government to pass the Ashanti Alert Act which would create a nationwide public alert system for missing and endangered adults similar to the Amber Alert, her family tells FOX 46 this has been a learning process.

FAMILY HOLDS MEMORIAL CEREMONY FOR ASHANTI BILLIE
By Katy Solt | February 25, 2018 @4:39 PM

CHARLOTTE, N.C. -- The family of a young girl found murdered at a Charlotte church is making sure her memory is never forgotten.

Ashanti Billie's body was found at the East Stonewall AME Zion Church in September 2017 after she went missing from Virginia.

Police later arrested and charged retired Navy veteran Eric Brown with her kidnapping and murder.

Sunday morning, Billie's family went to the church where their daughter was found to plant a tree in her honor.

Her parents say this was a step towards closure, and a way to honor Ashanti's memory and the joy she brought to their lives.

"She's the rainbow after a storm, she unifies and that's her. That is her." says Meltony Billie, Ashanti's father. "She would make a friend out of an enemy because that's just her personality. That's just her personality, so she would be pleased, very much."

The Billie family says legislators are working to create the Ashanti Alert in Virginia and around the country. If created, an alert would be issued for adults ages 19-59 to help prevent more tragedies like this one.

[h=1]'Ashanti Alert' bill passes Senate, heading to governor's desk[/h]
Named after Ashanti Billie, the legislation would create an alert system to help locate missing adults who may have been abducted and in danger.

RICHMOND, Va. (WVEC) -- The "Virginia Critically Missing Adult Alert Program" is on its way to be signed into law.

Also known as an "Ashanti Alert," the bill unanimously passed the Virginia Senate on Thursday, according to an aide of Delegate Jay Jones (D-89th District). Jones co-sponsored the bill in the House of Delegates, where it has already passed.

An Ashanti Alert would allow for "local, regional, or statewide notification of a critically missing adult, defined as an adult whose whereabouts are unknown, who is believed to have been abducted, and whose disappearance poses a credible threat to his health and safety."

The alert is named after Ashanti Billie who was abducted from Naval Amphibious Base Little Creek (Joint Expeditionary Base Little Creek-Fort Story) and found murdered in Charlotte, North Carolina last year.

Navy veteran Eric Brown is charged in connection to the kidnapping and killing.

Billie's parents are pushing for federal legislation which would create a similar alert system.

Having passed both chambers of the General Assembly, the bill will now head to Governor Ralph Northam's desk, where he is expected to sign it into law.

Editorial: Virginia needs alerts for missing adults

If Ashanti Billie had been a couple of years younger — 17 instead of 19 — when she disappeared in Virginia Beach in September, authorities might have issued an Amber Alert. But Billie didn’t meet the age criteria for an alert in Virginia, so none was issued.

Now the General Assembly has passed a bill to establish a new category of alert that might save the life of someone like Billie.

If Billie had been the right age, an Amber Alert might have meant that electronic messages would have been flashed on highway signs, text messages would have been sent to cellphones in the area, and emergency messages would have been issued over public broadcasting networks. The alert likely would have been spread farther by other agencies, news media and social media.

There is an error in paragraph 6, sentence 2 of the above mentioned "Editorial: Virginia needs alerts for missing adults". It says:

"When Billie was first reported missing after she didn't come home from work at a sandwich shop...."

Ashanti was abducted before work not after. She did not enter the Blimpie that day. At around 9 am (about 4 hours after Ashanti was abducted), one of Ashanti's co-workers arrived at Blimpie and noticed Ashanti was not there. I've not seen an exact time as to when Ashanti was reported missing to the police. I'm guessing it was sometime in the morning after 9 a.m.

Ohhhh, those pictures -- they brought tears to my eyes. This world needs more people like Ashanti. She was a bright example of one of the good ones -- a young woman, just beginning to burst from her cocoon to become such a bright butterfly. She was on her way to becoming a chef, had loving parents whom she loved, taking deep breaths of the life ahead of her, full of promise, femininity, fun. And the world will be less without her.

Thursday, June 7th:
*Hearing – VA – Ashanti Markaila Billie (19) (Sept. 18, 2017) – Eric Brian Brown (45) – charged (11/7/17) in Norfolk with kidnapping. A separate murder charge is pending in state court in Charlotte; appeared in court on 11/8/17 & 11/15/17.
12/15/17 sent for competency hearing. At the request of prosecutors, a federal magistrate on Friday ordered Eric Brown to be evaluated at a federal prison in Butner, N.C., or another suitable federal facility. Regardless of the outcome of the evaluation, Leonard’s order will delay Brown’s federal trial – which has not been scheduled yet. If Brown is found incompetent to stand trial, the case could remain pending for months or even years.
2/2/18 Update: Eric Brown mental evaluation is complete. The court received the report last week (Jan. 24, 2018). It is sealed, so don’t know what it says at this point about whether or not examiners believe Brown can assist in his own defense and stand trial. It is unclear what action the court has taken since reviewing that report and when the court is going to proceed in this case publicly.
6/4/18: Brown has been diagnosed with schizophrenia and is incompetent to stand trial, according to court documents. In December, federal authorities evaluated Brown's mental health. The findings of that report remain sealed; however, in a public motion Brown's attorney Andrew Grindrod wrote that the veteran is being held in a "lockdown unit." Grindrod also wrote that Brown has been diagnosed with schizophrenia and is currently not competent to stand trial. Now, Brown's doctors say they need to involuntarily medicate him because he's a danger to himself and others. Brown's defense attorneys are scheduled to appear in federal court on Thursday (6/7) to argue why forcible medication isn't appropriate in Brown's case.

Why would it be inappropriate to medicate someone who is a diagnosed schizophrenic and a danger to themselves and others?
And if he is incompetent to stand trial how the heck do his defense attorneys know that he would not want to be treated for his schizophrenia? Is someone who IS competent appointed with a power of attorney over him to make medical decisions? Because it seems illogical, IMO, if they are asking the dangerous schizophrenic if he wants medication. Of course, he is going to say no. o_O:confused::mad:
