what an odd outfit.
The dreads guy looks like a student. The people on the mall to be concerned about are not going to be wearing white capris and loafers-- so maybe she was drawn to him.

If it's loafers and socks, that's more of a rasta-guy outfit. Which would also fit the dreads.
Are they dreads, or braids? I thought they were hanging like dreads, but now I'm not sure.
He looks very preppy to me, like LL Bean in the 1980s preppy. Boat shoes with socks, light colored capri pants (ok, fine, maybe they're shorts) and shirt. Hair braided and pulled back. Sort of like Malcolm Jamal Warner has been raiding Carlton Banks' wardrobe. Very collegiate.
I have just recently seen some wearing that sort of typish pants.
Or cargo shorts.We call them "manpris".
Ohhh boy, I better go to sleep. I just looked at the videos Parker Slaybaugh posted, and dreadlocks guy appears with her in a totally different location, from a totally different angle, not just around the corner from where he appears in the first video, alone, and definitely after door-creeper steps out from behind her.
This would all benefit from a little map of where these cameras all are, what angle they are pointing in, and what the sequence was. Maybe a project for tomorrow. For tonight I am absolutely too wound up to sleep OR be much good at putting together the sequence of events. I sound like a woman obsessed with dreadlocks, that is for sure.
Thank you - I had not realized that dreadlocked guy turns towards the south side of the street - I thought he kept going westbound. However, after watching several more times, although I do see him moving south, it looks to me like he encounters a group of people (4 or 5?) who are walking eastbound maybe a dozen paces behind Hannah. It looks like dreadlocks waits for them and then either joins their group or falls in behind them. Either way, I don't see him catch up to Hannah before she passes white shirt guy standing across from Sal's (the courtyard w/tables and umbrellas is their outdoor eating area), who immediately steps out and begins following her.
Whomever we see walking at her side must have joined her during her walk along the ~200 feet of sidewalk between the two establishments. If it is dreadlocks guy, he would have to pass white shirt guy between the positions of the two cameras. Certainly possible... but if so, let's hope white shirt guy got a great look at him.
Can't speak to VA, but this is not at all uncommon in many cities around here. Not my style at all, but I see it all the time.

So the two videos - there are two different white men that follow her. In the first video, the man has a white shirt and khakis on and is heavy-set. The second video of creeping dude, he is noticeably smaller than the other guy AND he has darker pants on.

In the first video, Hannah is seen walking with someone in white shorts and a gray shirt. This is important because... in the ABC news version of the second video, in the foreground a guy with either dreadlocks or a doo-rag walks by with white shorts and a gray shirt. If you follow him in the video, he actually doubles back - he heads back towards the background and walks in the same direction as Hannah.
What stands out is that both dreadlocks and creeper dude both act odd toward her and I would not be surprised if we find out they were prowling together.
If you watch the ABC video, you see dreadlocks pause just as he is about to enter the view of the camera. A few seconds later, creeper guy enters the camera view as well and goes over to take post in the door. Meanwhile, dreadlocks looks over in that direction.
