And bodies are heavy! So surely it would take 2 or 3 people, and would be highly suspicious if anyone sae them, which would be likely near a US military base.

Or was she led to that location and killed there?

Jurisdictional blindness. Same reason people drive remains over state or country lines. To remove the victim from the context she came from, and hinder identification and prosecution of the perpetrator. As we can see, in this case, it worked.

Personally I'm seeing a really bad drawing of lakes near Michigan, this is an overlap from a modern map, have they changed shape a little since 76? Inland natural filling might account for this over 40 years, if someone finds a hard copy of a map from that era, I'd love to see it,of course we didn't have such precise mapping tools then as we do now, but I can strongly see a resemblance, especially parts where it's identical curves.
Edit to add just seen there's a St "Clair" in port Huron at the bottom of this lake image. Coincidence, but I'd look for an Evelyn from st Clair , Michigan or Detroit

Marine Corps Base Quantico is a United States Marine Corps installation located near Triangle, Virginia, covering nearly 55,148 acres (red dotted outline below) of southern Prince William County, Virginia, northern Stafford County, and southeastern Fauquier County.

Clair and Evelyn may be the name of 1 or 2 children. Clair is of French origin and is most often the male derivative. The image in the middle of the tattoo is interesting. I also thought it might be some type of map perhaps.

The article in the thread says stress on the bones might lean towards a profession of a "masseuse" (?).

I don't exactly know what is meant by a "controlled" area of the base. I was in the military in the early 80s in the DC area - to get on base you only needed an ID (civilian or military). They didn't search your trunk or ask for ID of everyone in the vehicle. She could have easily been brought into the area and left there. As I recall, we have another UID (or maybe 2) from this general area, I think (?). I'm remembering a UID male (maybe on a bicycle and not far from Russell Road which I think brought you into the base) and I believe a UID female not found far away as well.
 
Could Jane Doe be from Fort Worth? There is a Joint Reserve Base, home to a variety of Navy, Marine Corps, Air Force, Army and Texas Air National Guard units in Fort Worth Texas, and Jane Doe had an item of clothing from Dallas, hence my desire to look into this possibility further.

I feel quite strongly that the tattoo is the state of Texas. Maybe weight changes and ink changes changed the shape a bit? Or decomposition?

Barbara has a death certificate but “no body found”. Her NAMUS profile was updated this summer. If she was believed to have drowned on a lake in 1976 why so many updates on her profile? And why is her possible drowning not mentioned in the circumstances of her disappearance?

Maybe Sherrye Bethel?

It’s definitely a silhouette tattoo. There are many representations and they all mean something specific. The closest I have found by dissecting pieces of the tattoo was a portion of Italy on the far left but only a small portion of it so may mean nothing at all. Maybe submit the image to a seasoned tattoo artist. They may know the meaning of the actual silhouette.

Just a few examples below but there are many.
