It's the most logical assumption since where could you possibly find thousands and thousand of used condoms if not in a localized area? Vietnam is famous for its brothels frequented by foreigners. It truly is a most disgusting story.

There are signs all over the popular “dating” areas of Saigon and Hanoi warning of AIDS and to use condoms. You see troves of American men on sex tours roaming around. It’s not a proud moment when you see them, and they clearly look unhappy to be spotted.
