Only facing 21-28 years for murder and car theft. How is that even possible?

I keep seeing that too. I hope it is a media mistake. Wasn't that the charge he was facing for 2nd degree murder? It has now been upped to 1st degree.

Washington First-Degree Murder Laws
Code Sections RCW 9A.32.030
Penalty First Degree Murder: Class A Felony, Maximum of life without the possibility of parole and a fine. Aggravated First-Degree Murder: Mandatory life imprisonment with a mandatory minimum of 30 years in prison without the possibility of parole and a fine.

She was dismembered and thrown away like trash. There's no way he is only facing 21-28 years.

I wonder...if after 21- 28 years in prison, any mentally ill killer would just get out and kill again.

Inslee, the govenor, stated no criminal will be executed while he is in office, even though WA allows for the death penalty.

I'm guessing he will undergo some mental evaluation - be found incompetent to stand trial? Maybe placed somewhere in order to restore incompetency.
This is just such a monstrous act. What would set him off in such a rage ? He barely knew this woman. This makes me absolutely sick.

In charging documents, police said Charlton told investigators he was homeless, had a drinking problem and was “not a normal person.” He said he and Lyne had been dating about a month after they had met on a dating site. He said she had picked him up in Seattle on Friday afternoon after he got of work as a day laborer and they went to a Seattle Mariners game Friday night.

According to police reports in the charging documents, Charlton said that after the Mariners game, he and Lyne went to a bar in Seattle where his sister works and then went to Lyne’s house in Renton, but could not remember much of the evening because he was intoxicated. Lyne was not seen again. He said he “thinks” he and Lyne had sex but she was “acting weird” and he thinks she drove him back to Seattle, where he fell asleep on a sidewalk. He said he spent Saturday night and Sunday night at an ex-girlfriend’s home in Lake Stevens.

Police said the ex-girlfriend in Lake Stevens told them that Charlton stayed at a shelter in Seattle, but spent about two nights a week at her place. She said he is a “mean drunk,” but that he never assaulted her. She said he was supposed to come to her house on Saturday morning to help her with yard work, but texted her that “something had come up.” She said he eventually showed up at a bus station in Lake Stevens

All the stations are using the same numbers. From local q13:

"convicted as charged, the defendant could face a sentence range of at least 21 to nearly 28 years in prison, the prosecutor's office said."

Statement from the King County Prosecutor: http://www.kingcounty.gov/depts/prosecutor.aspx
“The tragic murder of Ingrid Lyne has left a family and community in a spiral of grief and anguish,” said King County Prosecuting Attorney Dan Satterberg. “We may never understand why she was killed,” he said, “but the police and prosecutors working on this case have done a tremendous job of piecing together a solid case against the person we believe to be responsible for her death.”

Sounds like they have some strong evidence.

If this doesn't qualify for life or DP I don't know what does.

Highly doubt it just like she didn't know about criminal record. I think he wanted to stay with her and she kicked him out but he refused to leave then went off on her. Now I know he was homeless this makes more sense.

We'd need to see the statute or code to see what the sentence is. Hope the doc is released soon or the news updates why the 21 to 28 years instead of life.

I remember seeing a documentary or something where they said that trying for an incompetency waiver is very common in serious cases, but they only succeed extremely rarely.

Where is this from? I'd like to read the full article.

A married man and woman, and their car have been missing, in Washington, since this past weekend. Snohomish County.

Just wondering....

Many drunks are violent and don't remember it!
Has nothing at all to do with mental illness.
There could also be another substance he was doing at the time.

I think in his case here it is selective amnesia!

But many DRUNKS are violent and it does have everything to do with it. If you self medicate and do not take meds then, the alcohol can fuel and enrage someone with a mental illness. If your bipolar for instance there are incredible highs where the mentally ill doesn't make rational decisions. Such as thinking they can fly and jumping from a second story or feeling like they are God and can make their own rules and they can control the outcome. Then they have lows, zero self worth, suicidal etc. MANY bipolar patients who choose to self medicate end up in an alcohol filled "mixed state" which is a like a high and low switch being flipped off and on really fast. I have seen this many many times and it unfortunately almost always ends in violence towards themselves or someone else.

Mean drunk? LE needs to check that homeless shelter for missing people. Being homeless people that would be hard to check.

Wow, I never thought of that. Poor Ingrid.
