I am still wondering about the previous search of the trash cans. In the presser the guy makes it very clear that the neighborhood was canvased and searched previously. I believe the reporter even asks more than once if this was an area that was previously searched. He says yes and she asked if they or how they were missed. He says he's not sure but will be talking to people.
I'm really interested to know if cops can possibly just open the cover and look in but not dig around? Perhaps they were looking for white bags with orange handles only? Would it possibly fall under probable cause or special arrest as attached below? It seems like he would have said "we searched the area but were only able to search the bins still at the curb" if that were the case???
