Juliette Parker, Once-Colorado Springs Mayoral Candidate, Accused Of Trying To Steal Baby

COLORADO SPRINGS, Colo. (CBS4) – A woman who once ran for mayor in Colorado Springs was arrested in Washington. Deputies in Pierce County say the suspect, who goes by multiple aliases, tried to kidnap a baby.

Deputies say Juliette Parker and her daughter posed as photographers and drugged a mother of a newborn on Feb. 5.

The victim told deputies the suspect offered free newborn photos in a Facebook group to help build her own portfolio.

“She had said she was looking for a pregnant woman, but she gave me some emphasis on being very near their due date,” said the unidentified mother.

The victim says Parker came over to her home three times, took selfies on her on cellphone with the baby and then wiped her fingerprints off of items she touched.

Then Parker and her 16-year-old daughter allegedly gave the woman a cupcake, and the victim later reported feeling numb and drowsy.

AA says in December she responded to a Facebook post from Parker offering to take free pictures of new born babies and AA wanted some for her baby boy.

“She informed me that she wasn’t looking for a boy at the time, but that she would save his picture and let me know later on if she was looking for a boy to do photos with, so I just let it go and said whatever,” said AA.

Now that investigators say that was Parker’s plot to lure moms with baby girls, AA feels lucky her baby is a boy.

News5 also learned Parker is tied to one fictitious business in San Antonio, and has three criminal charges in Washington from 2014.

And, from the third link - article is dated January 20, 2019:

Parker, the daughter of an Army Colonel, moved to Colorado Springs from San Antonio in June, 2017 with her daughter [redacted] 15, and son [redacted] 9.

It's very blood-chilling! I find it so selfish and maddening that this wannabe mother would also include her 16-year-old daughter in her scheme. This teen will be carrying this forever.

Detectives arrested the 38-year-old suspect at her home in Graham on Friday. Her 16-year-old daughter was also arrested because sheriff officials said she was the one who gave the victim the cupcake.

I really feel sorry for the 16 yr old. I hope they can find a way to get her treatment and not a big criminal charge. Maybe I am being too lenient, as I don't know how involved she was. I know she handed over the drugged cupcake----but I have to imagine she was brainwashed much of her life.

Poor girl probably didn't have a chance to grow up normally.

I wonder where the younger sons are? I hope with decent family members...

A Washington woman and her 16-year-old daughter were arrested and accused of drugging a woman with a tainted cupcake in an attempt to kidnap her newborn child and raise it as her own.

Juliette Parker, 38, allegedly used a number of aliases such as Juliette Noel and Juliette Gains, which may have been used to contact unsuspecting parents as a baby photographer. Both Parker and her daughter were arrested Friday on suspicion of attempted kidnapping and assault, per the Pierce County Sheriff’s Office.

According to the sheriff's office, Parker joined newborn parenting groups on Facebook and offered free photos for parents in order to build her portfolio. But police believe she had more nefarious plans in mind.

"She wanted (babies) five weeks and younger so she could raise it herself, take it out of state and pretend it was a newborn of her own,” Pierce County Sheriff's Department spokesman Ed Troyer told CBS News.

Arrested after allegedly posed as baby photographers & drugged a woman in an attempt to steal her newborn. It was on the third visit that the woman alleges that the drugging took place. Parker's teenage daughter allegedly gave the victim a cupcake & as soon as she ate the treat, the woman immediately felt drowsy.

The man, 42, said he met Juliette Parker, 38, through an online dating service when she lived in Colorado Springs and met up with her for casual dates spanning nearly two years.

After a monthslong absence, Parker reached out to him in December reporting she had moved to Washington and was pregnant with his child, he told The Gazette in a phone interview Monday, saying the time line “worked out.”


He agreed to speak with The Gazette only if his name was omitted, saying he didn’t want publicity from what has become a national story.

On Jan. 10, he said Parker sent him an apparent text-picture of herself in a hospital gown cradling a baby, with the words “I have arrived” superimposed on the front. Her face wasn't shown — it's out of view as the woman gazes down at the child — but the insinuation was clear, he said.

“You are officially a father of 3 congrats,” a follow-up text read, referring to his two other children from earlier relationships. “And before you pack (and) come here or do anything … I know this is probably not gonna make you happy or make sense but I need some time to get my head (and) thoughts … in order.”

Are mayoral candidates really well vetted, though? To the best of my knowledge, anyone can apply to be mayor. You can expect a certain level - maybe they are unlikely to be, say, homeless - but I once interviewed a former mayoral candidate for a potential roommate. Said mayoral candidate worked at the public library, and I'm sure was probably a fine upstanding citizen; but only got a pittance of a vote, and certainly wasn't affiliated with a party, and it was a real eye-opener to me of what types of candidates could potentially lurk under the tame guise of "Independent" - you know, those folks on the ballot that you generally don't know of unless you're, like, their next-door neighbor or something.
