Raymond Shiflet was reported missing by his caregiver when he wandered away from his care facility. It is reported that he is mentally challenged and suffers from several mental health issues and behavioral problems. He becomes angry and paranoid when he is not taking his medications and is unable to care for himself. He has a history of walking away.
